<br /> An analysis of the adequacy of the remedial action conducted at the former winery site is not part of
<br /> the scope of work for this project. However,based on available data,residual petroleum hydrocarbon
<br /> related soil contamination in addition to that which may have been placed as road base likely is pre-
<br /> sent at the site for the following reasons: Based on the report indicating that diesel and oil were still
<br /> present after remediation activities,but at lower concentrations;the fact that the LUFT Manual at the
<br /> time reportedly indicated that a maximum concentration of 100 mg/kg gasoline and 1,000 mg/kg die-
<br /> sel were allowable at the site,because composite as opposed to individual samples were analyzed for
<br /> constituents of potential concern,the proposed remedial action implemented at the site;and the num-
<br /> ber of samples collected to verify the adequacy of the remedial action.As previously indicated, the
<br /> reason for the summary of environmental conditions at the former winery site is based on the sus-
<br /> pected presence of waste disposal at the property,primarily in the area north of the buildings, based
<br /> on review of historical aerial photographs(Figures 4a,4b and 5a and 5b).
<br /> In October 2007 Stephen G Muir Consulting Geologist& Geophysicist,provided a site charac-
<br /> terization work plan and remediation feasibility study for the Lustre Cal Nameplate Corporation
<br /> (LNC) site at 110 East Turner Road (Muir, 2007). The report included information about soil gas
<br /> surveys conducted at the LNC site and throughout the City of Lodi, and in some cases, included the
<br /> area of the Lodi City Landfill. Reportedly,between 1989 and 1993,the Regional Water Quality Con-
<br /> trol Board conducted five separate passive soil gas surveys on and in the vicinity of LNC site and
<br /> • during 1993 and 1994, the Department of Toxic Substances Control's (DTSC) conducted additional
<br /> passive soil gas surveys in the greater City of Lodi area. Reportedly,between 1989 and 1996, a total
<br /> of 533 passive soil gas samples were collected throughout the City of Lodi of which approximately
<br /> 119 passive soil gas samples were distributed throughout the northern portion of the city and of these,
<br /> approximately 17 passive soil gas samples were collected north of Turner Road in the vicinity of the
<br /> former Italian Swiss Colony Winery and the City of Lodi Landfill (Appendix A, Figure 5). In addi-
<br /> tion, three passive soil gas samples were collected on the LNC property and an additional 24 passive
<br /> soil gas samples were collected on adjoining properties(NERI, 1996;Henshaw,2001).
<br /> It was stated that the shallow passive soil gas survey results suggested the presence of both tri-
<br /> chloroethene (TCE) and perchloroethene (PCE) in shallow soil gas throughout the northern
<br /> portion of the City of Lodi including the LNC site (NERI, 1996; Henshaw, 2001 in Muir, 2007).
<br /> The LNC report summarized the results of a shallow (approximately 5 feet bgs) drive-point soil
<br /> gas survey conducted by the DTSC during 1993 to assess potential TCE sources in the northern
<br /> portion of the city of Lodi. A total of 117 shallow drive-point soil gas samples were collected in
<br /> two rounds throughout the City of Lodi. The results of these soil gas surveys reported the possi-
<br /> ble presence of 1,1,1-TCA, PCE, and TCE, and low concentrations of 1,1-DCE and 1,1-DCA
<br /> were also reportedly detected in shallow soil gas beneath the LNC facility.
<br /> During 1996,a multi-depth drive-point soil gas survey was conducted at the LNC site and adjacent proper-
<br /> ties(WZI, 1996 in Muir,2007). Twenty-five multi-depth drive-point soil gas locations were sampled and
<br /> 63 soil gas samples were collected.The results of the soil gas survey indicated the presence of 1,1,1-TCA,
<br /> 1,1-DCE, 1,1-DCA,PCE,and TCE in soil gas beneath the LNC site and immediate surrounding property
<br /> at depths ranging from about 10 to 40 feet bgs.The highest concentrations of VOCs in soil gas were de-
<br /> tected south of the Lustre-Cal building in the northwest parking lot and the former concrete bunker area.
