Lodi City Landfill November 16,2011
North of Awani Drive,Lodi, California Project No. 104690061
9. SCOPE OF SERVICES
The scope of services for the investigation are based on the project objectives indicated in this
work plan which were established based on discussions with CalRecycle, Ninyo & Moore and
the EHD/LEA staff. The EHD/LEA requested assistance from CalRecycle to conduct a site in-
vestigation to evaluate the potential presence of LFG at the waste disposal site. As part of
preparing this work plan, available background information was obtained and reviewed. Aerial
photographs, particularly from 1937 and 1940 (Figures 4a,4b and 5a, 5b) suggest that waste dis-
posal may also have occurred west of the railroad tracks at the location of the former wineries
and current location of the gated residential community. Therefore, the scope of work for this
project will include both evaluating the potential presence of and migration of LFG and evaluat-
ing the potential presence of buried wastes west of the railroad tracks.
The investigation shall be conducted by or under the direct supervision of a California Profes-
sional Geologist, California Certified Engineering Geologist, or California Professional Engineer
with knowledge of the requirements and experience performing site characterization investiga-
tions at former waste disposal sites.
The following is a general summary of the scope of work that will be performed. More detailed
information regarding the proposed subsurface investigation is provided in subsequent sections.
• Prepare a site-specific Health and Safety Plan (HASP), to address worker safety associated
with planned field activities and provide a Site Safety Officer (SSO) during fieldwork. A
Certified Industrial Hygienist (CIH) will prepare and/or oversee preparation of the (SHSP)
and the SSO will highlight the contents of the plan to field staff prior to beginning field-
work.Air monitoring/field screening must be provided at trench excavations to comply with
the SHSP and to evaluate potential sample locations.
• Coordinate and arrange site access for field investigation activities and confirm site access
with the EHD/LEA, City of Lodi, and appropriate personnel associated with the gated com-
munity west of the railroad tracks to ensure subcontractors have permission to access the site
during the planned investigation.
• Prepare and distribute to applicable residences a notification letter generally describing the
planned assessment work, dates, locations, and project schedule for the work to be per-
formed,and contact information.
 l
104690061 R Sng-&c 17 JV/17 n`'*nace
