Notification requirements <br /> If the Board is considering taking action against a facility <br /> operator, all affected parties must be notified at least ten days <br /> in advance of a Board meeting. Parties that should be notified <br /> includes (a) the LEA, ( b) the operator, (C) the landowner, (d) <br /> the county board of supervisors or city council, and (e) the <br /> Regional Water Quality Control Board. If the Attorney General ' s <br /> office is involved, they should also be notified of the meeting. <br /> The LEA should be present at a Board meeting for their <br /> respective item(s) when it involves a facility within their <br /> jurisdiction. <br /> Although a list of agenda items in numerical order is <br /> prepared prior to the Board meeting, the Chair frequently alters <br /> the order that items will be heard. If an operator or LEA can <br /> only attend the meeting on a particular day, they may want to <br /> make a special request for that hearing date. However, there is <br /> no guarantee that such a request will be granted. <br /> Any person wishing to address the Board (other than Board <br /> staff) must complete a "Request to Address the Board" form. <br /> These forms are located next to the agendas on the table just <br /> inside the Board Room entrance. The forms must be submitted to <br /> either the Chief Executive Officer 's secretary or the Chair 's <br /> secretary. <br /> Presentation <br /> The staff member(s) preparing the agenda item for the <br /> scheduled board meeting will also present the item. Their <br /> immediate supervisor may also be present for comment and input. <br /> It should be noted that the presentation of the agenda item <br /> is directed to the Board as a whole and should be as concise as <br /> appropriate. Visual aids as necessary to adequately portray the <br /> item as desired should be used when available. Questions <br /> regarding the agenda item may be anticipated from. the Board <br /> Members for clarification purposes. <br /> Public speaking protocol to the Board should be reflected in <br /> the presentation format with clothing attire as appropriate for <br /> this formal public meeting. <br /> Board staff should be prepared at their respective item to <br /> question thoroughly anyone testifying before the Board. Board <br /> staff is to take charge during this time to hold the LEA, <br /> operator, and the public accountable for the Board. <br /> 66 <br />
