V. Alternatives to the Project <br /> other hazards would occur. Seismic hazards would be limited to current hazards; few people <br /> would be exposed to these hazards due to the limited use of the site. <br /> Hydrology.Geoh d�gv.and Water Quality <br /> Unlike the project,the No-Project Alternative would have the potential to degrade surface or <br /> ground water quality in the project area because the creek would not be realigned. The potential <br /> of subsurface water migration into the existing landfill waste and of groundwater and landfill gas <br /> into the surface water of Little Johns Creek would remain and could cause,in the long-term, <br /> water quality and leachate problems. Either event could be significant and its consequences <br /> could be substantially greater than those if the project were implemented. Under the No-Project <br /> Alternative neither the flow nor the length of Little Johns Creek would be altered. Soils would <br /> not be stockpiled on top of the existing landfill and therefore leachate production from the <br /> existing landfill would not be impacted. <br /> Public Health and Safety <br /> The No-Project Alternative would not prolong worker or public health risk in the project vicinity. <br /> However,these risks would be relocated to the Foothill Landfill. <br /> RELATIONSHIP OF THIS ALTERNATIVE TO PROJECT SPONSOR'S OBJECTIVES <br /> This alternative would not meet the project sponsor's objectives. It would not provide the City of <br /> Stockton with long-term disposal capacity at the Austin Road Landfill. It is likely that the <br /> increased haul route would increase disposal costs for the City of Stockton. <br /> B. OFF-SITE ALTERNATIVE <br /> This section describes the selection of a specific off-site alternative that could potentially attain <br /> the basic objectives of the project and analyzes the environmental impacts of that alternative. <br /> There are no ironclad rules governing the nature or scope of project alternatives(including <br /> alternative locations),other than the rule of reason. <br /> Material presented in this alternatives section is drawn primarily from the CoSWMP(San <br /> Joaquin County, 1986). One of the primary purposes of solid waste management plans is to <br /> identify and reserve sites for the establishment of solid waste disposal facilities. The CoSWMP <br /> identifies existing landfills in San Joaquin County and provides guidance for future solid waste <br /> V.6 <br />
