II. Project Description <br /> Asbestos <br /> Friable(i.e.,readily crumbled)asbestos in the waste stream is considered a serious health hazard <br /> and requires special handling and disposal,and therefore is not accepted at the Austin Road <br /> Landfill. Waste asbestos generated in Stockton must be manifested and taken to a waste disposal <br /> facility permitted to accept asbestos. <br /> Tires <br /> Until June 1991,the Austin Road Landfill accepted used tires from commercial haulers,and the <br /> tires were disposed of at the active face of the landfill. Whole tires are found to collect rainwater <br /> (and serve as breeding grounds for vectors),be a fire hazard, and "float" to the surface of the <br /> landfill,causing differential settlement. In addition,waste tires will be subject to new <br /> regulations in the State of California with the adoption of Assembly Bill AB 1843. The general <br /> requirements of this law provide for State procurement of retreaded tires,the increased use of <br /> waste tires in recycled products, a required reduction of 25 percent in the amount of waste tires <br /> being landfilled,and the need for operators of waste tire facilities to obtain a permit from the <br /> local enforcement agency. <br /> From June 1991 through December 1992,the City did not accept full truck loads of tires at the <br /> Austin Road facility,although occasional tires in mixed waste loads were accepted. The landfill <br /> operator is currently recovering tires from the working face for waste diversion and regulatory <br /> compliance purposes. City staff arranges for disposal of these tires and intends to bill the haulers <br /> who brought them in for the cost of removal and disposal. Per State regulations, as of January 1, <br /> 1993, no whole tires will be accepted. <br /> Abandoned Vehicles <br /> California regulations consider abandoned vehicles an unclassified waste,suitable for disposal in <br /> g � <br /> a Class III landfill. However,the Austin Road Landfill does not accept auto bodies for disposal, <br /> and Stockton's abandoned vehicles are collected by a local towing company for recycling. <br /> Dead Animals <br /> The Austin Road Landfill does not accept large dead animals. Small dead animals are usually <br /> taken to the City Animal Shelter. Large dead animals(and small dead animals from the Animal <br /> II.19 <br />
