The location of these wells are shown on the attached Drawing #1.
Elevated levels of methane had been detected in monitoring wells SGP-3, 10, 11, and
12 at Austin Road during second and third quarter monitoring.. Because these wells
were located in waste and not at the property boundary, they were moved. After
relocation, only wells SGP-11A and 12A continued to show elevated levels of methane.
Because of the expansion of the Austin Road Landfill, additional property has been
purchased to the north. This additional property would allow the installation of two
additional wells (SGP-13 and 14) along the property boundary directly to the north of
wells SGP-11A and 12A as shown on Drawing #1. These new wells would allow for the
monitoring of methane levels at the property boundary in accordance with Section
20919.5 of Title 27 which states that owners and operators must ensure that the
"concentration of methane gas does not exceed the lower explosive limit for methane at
the facility property boundary'.
The City already has a firm under contract to install these two additional wells. Upon
approval of this work plan, these new wells should be in place and tested within one
week. If the results from these new wells do not show elevated levels of methane, then
the landfill will be in compliance with the applicable regulations.
9 fig ;
T.\WPWIN\SOLI DWSTVAUSTIN RD\PLAN.GAS
"STOCKTON...CALIFORNIA'S SUNRISE SEAPORT"
