0 0 <br /> Hauling-Foreign materials sorted from the green materials will be stored temporarily in a <br /> covered 20 cubic yard container. Approximately twice per week,the container will be <br /> transported over the French Camp Landfill scale to the working face of French Camp Landfill. <br /> Note that this means there will not be an active face at the French Camp site everyday. <br /> A second 20 cubic yard container will be provided for clean ground green materials to be <br /> transported to the working face of French Camp Landfill for use as alternative daily cover. <br /> All remaining clean ground green materials will be hauled in transfer trailers from the French <br /> Camp processing site to Austin Road Landfill. The transfer trucks are equipped with top covers <br /> to prevent the accidental discharge of material during transport. <br /> Section 2.2 Operating Plan <br /> The French Camp green material processing site will be staffed daily with a minimum of five <br /> persons, including: <br /> 1 - Supervisor <br /> 1 -Front-end Loader Operator <br /> 1 -Transfer Truck and Roll-off Truck Driver <br /> 2 - Sorters <br /> Anticipated operating hours are 8:00 to 4:30 Monday through Friday. This working schedule <br /> and staffing are dependent on several factors including waste availability and egiupment <br /> operation. Therefore,there may be days when grinding operations only occur for a portion of the <br /> day or do not occur at all. In these instances,working hours and staffing will vary. <br /> In case of severe equipment failure(down time greater than two days), a replacement grinder will <br /> be located at French Camp Landfill. A replacement loader and transfer truck and trailer are <br /> available from the contractors fleet. <br /> All safety equipment used on-site will be OSHA approved. Safe working conditions will be <br /> imposed at all times and employees encouraged to participate in site improvements. Mandatory <br /> safety meetings will be held twice monthly. Each employee will be properly trained to perform <br /> their given task. Drivers licenses'and medical certification will be current where applicable. <br /> Section 2.3 French Camp AlterngHve Cover Plan <br /> The alternative cover pilot program will be implemented by the City's Landfill operator, under <br /> the supervision of the City's Solid Waste Division. The cover will be applied as described in this <br /> section. The program will be monitored by the LEA. The LEA will document how the alternative <br /> cover performs according to Section 17683, Title 14 of the CCR. A final report will be prepared <br /> and submitted to the Board as described in this section. <br /> During the pilot study period,the alternative cover will be applied to the working face of the <br /> landfill. The City anticipates land filling less than 50 tons of materials per day at French Camp <br /> Landfill. The material to be land filled will consist of street sweepings,plastic bags and other <br /> foreign materials removed from the grinding operation.
