working face of the landfill, shredded green material, compacted to 12 inches, will be used as <br /> cover. The use of the Covertech C440 will not be permitted at the French Camp Landfill. At the <br /> end of each week, a 6 inch soil cover will be placed on the working face. Since the land filled <br /> materials will be a mixture of street sweepings,plastic and green waste, and at the end of each <br /> week soil will cover the working face,the potential for combustibility with a shredded green <br /> material cover will be reduced. Additionally,the ground green material will be utilized within 72 <br /> hours of processing so as to allow the retention of moisture to reduce the fire potential. <br /> During the pilot study, the process will begin with receiving green materials at French Camp <br /> Landfill as is the current process. Vehicles crossing the scales will be subject to random load <br /> checks as is currently done. <br /> Daily records will be kept at City Hall, detailing the volume, in tons, of materials being land <br /> filled at French Camp Landfill. These records will correspond with records on tonnages reported <br /> to the State Franchise Tax Board. <br /> Section 2.4 Austin Road Landfill Alternative Cover Plan <br /> The alternative cover pilot program will be implemented by the City's Landfill operator, under <br /> the supervision of the City's Solid Waste Division. The cover will be applied as described in this <br /> section. The program will be monitored by the LEA. The LEA will document how the alternative <br /> cover performs according to Section 17683,Title 14 of the CCR. A final report will be prepared <br /> and submitted to the Board as described in this section. <br /> During the pilot study period,the alternative cover will be applied to the working face of the <br /> landfill. In the event that adequate amounts of green material is not available at the Austin Road <br /> Landfill, or the movement of green materials or soil is not possible,the use of the Covertech C- <br /> 440 for daily cover will be permitted upon prior verbal approval of the LEA staff.. <br /> Material transported to the Austin Road Landfill will be stockpiled on the newly expanded <br /> asphalt winter pad. Ground green waste must be used within 72 hours of receipt at the Austin <br /> Road Landfill. In order to use the ground green waste,the working face operations will be <br /> altered. Currently,the working face at the Austin Road landfill is approximately 60' x 100'. The <br /> proposal will be to reduce the size of the daily cells to 75'x 100' and a depth of 14 feet. This will <br /> correspond to the operating procedures that have been used successfully by Yolo County. The <br /> daily cells will be arranged in a four by four(4 x 4)matrix. Each matrix will be surrounded by <br /> soil fire break. Soil cover will be provided by these fire breaks when it comes time to cover the <br /> green material. According to the Waste Board's bulletin No. 19 (revised), green material used as <br /> ADC can be left exposed up to twenty-one(21)calendar days before covering with soil, if <br /> attendants are onsite during closed days. If attendants are not onsite during closed days, soil <br /> cover must be applied the day before a closed day. The closed days for the Austin Road landfill <br /> are Saturdays and Sundays along with the Christmas and New Year's Holidays. In light of this <br /> allowance, the City of Stockton is proposing to provide soil cover on Fridays unless an attendant <br /> is onsite during closed days. For specifics on what constitutes an attendant onsite,refer to the <br /> winterization plan for both landfills which are attached. At no time will green material be <br /> exposed for longer than 21 calendar days and verbal notification must be provided to the LEA <br /> prior to leaving green material exposed on closed days. <br /> 10 <br />
