0 <br /> EHD MONITORING PLAN FOR FRENCH CAMP AND AIISTIN RD. LANDPILLs <br /> GREEN WASTE ADC DEMONSTRATION PROJECT <br /> Proiect Discription: French Camp Landfill (FCL) accepts mainly <br /> municipal yard wastes for landfill disposal. These yard wastes <br /> will be shredded at FCL. Shredded wastes will be transported to <br /> Austin Rd. Landfill (ARL) and applied as daily cover over waste at <br /> the end of each working day. ARL accepts primarily municipal <br /> garbage wastes for landfill disposal. Shredded green wastes will <br /> be reserved for ADC at FCL and also stockpiled appropriately at <br /> both sites. <br /> Project Duration: Project will begin November 6, 1995 and <br /> terminate November 6, 1996 or at the discretion of EHD. <br /> vector Monitoring: FCL: Weekly fly grill counts will be conducted <br /> until such time as EHD affirms counts are sufficiently low not to <br /> constitute a public health threat. Grill counts will thereafter be <br /> conducted no less than once monthly. Should fly count average of <br /> 6 flies occur or crawler flies be observed at a density of 3 or <br /> more per square yard of surface area anywhere on the disposal site, <br /> weekly grill counts will resume and fly species composition study <br /> will be initiated as per 14 CCR, Section 17683. <br /> The presence of rats and other vectors will be monitored visually <br /> at every inspection. At the sign of any rat presence confirmatory <br /> trapping will be initiated. Vector control problems will result in <br /> wastes being covered with soil. Remedial action to solve the <br /> problem will be initiated immediately. EHD will keep the CIWMB <br /> posted on vector surveillance. <br /> FCL has a history of vector monitoring for several years. A year <br /> long ADC project using geosynthetic tarp was recently completed. <br /> Records for these years reflect no vector problems at the site. <br /> This in addition to reduced waste amounts landfilled at this site <br /> (less overall vector attractant) , and yard waste not being <br /> particularly attractive to rats is the basis for choosing this <br /> vector monitoring regime. <br /> ARL: The above mentioned procedures for fly and rat monitoring <br /> will be followed at ARL as well. An initial rat trapping may be <br /> conducted. ARL also has vector monitoring history which does not <br /> reflect a problem with vectors at the site. <br /> Other Monitoring: All operational procedures outlined in the GWADC <br /> plan will be enforced during every inspection. ADC appropriate <br /> compaction and depth will be inspected as well as 72 hr. holding <br /> time allowed for shredded green waste. All regulations specified <br /> in 14 CCR a will be enforced. LEA Advisory No. 19 will be used as <br /> enforcement guidance as well. <br />
