1. Introduction <br /> WASTE GENERATION <br /> The City's waste stream is divided into four categories: residential,commercial, industrial/roll <br /> off and other,which includes self-haul waste. Most of the residential waste and part of the <br /> commercial waste is disposed of at the Austin Road Landfill. The remaining waste is either <br /> disposed of at the Forward,Inc.Landfill or the county-owned sites,Lovelace Transfer Station, <br /> and North County Sanitary and Foothill Landfills. Yard waste is disposed of at the City-owned <br /> French Camp Landfill. <br /> For purposes of this EIR,disposal of waste from the residences and some businesses within the <br /> incorporated areas of Stockton occurs at the Austin Road Landfill. Based on 1989 data,Austin <br /> Road Landfill accepted 700 tons per day of waste from the City,Monday through Friday <br /> 6:00 a.m.to 3:00 p.m. The 1983 solid waste facilities permit(S )limits the amount of refuse <br /> accepted at the landfill to 280 tons per day. The Local Enforcement Agency ), San Joaquin <br /> County Public Health Services,entered into a stipulated order with the City on April 2, 1991 <br /> allowing Austin Road Landfill to accept up to 700 tons per day until a revised SWFP is <br /> approved. The City has received a permit revision to increase its average daily load to 700 tons <br /> per day and its peak daily load to 1,200 tons per day(Miller, 1993). <br /> Diversion programs in the City of Stockton's Source Reduction and Recycling Element(S ) <br /> include source reduction targeted at City operations,schools,large waste generators and the <br /> general public,recycling aimed at residential and commercial collection programs,and the <br /> promotion of composting and end-use of compost. These programs are in response to meeting <br /> the requirements of Assembly Bill 939(AB 939),which include reducing the waste stream by <br /> 25%by 1995 and 50%by 2000. As shown in Appendix A.these reductions are assumed to be <br /> met by the designated years. <br /> GIONAL WASTE DISPOSAL FACILMM <br /> There are eight(8)landfills within San Joaquin County. Only four(4)landfills are used for <br /> residential and commercial/industrial waste. The other four(4)landfills receive special wastes. <br /> Two(2)of the eight(8)landfills are owned by the City of Stockton and operated by Gambi <br /> Enterprises,Inc.: the Austin Road Landfill and the French Camp Landfill.
