11. Project Description regulations in the State of California with the adoption of Assembly Bill AB 1843. The general uirements of this law provide for State procurement of retreaded tires,the increased use of waste tires in recycled products,a required reduction of 25 percent in the amount of waste tires being landfilled,and the need for operators of waste tire facilities to obtain a permit from the local enforcement agency. From June 1991 through December 1992,the City did not accept full truck loads of tires at the Austin Road facility,although occasional tins in mixed waste loads were accepted. The landfill operator is currently recovering tires from the working face for waste diversion and regulatory compliance purposes. City staff arranges for disposal of these tires and,if responsibility can be determined,bills the haulers who brought them in for the cost of removal and disposal. Per State regulations,as of January 1, 1993,no whole tires will be accepted. Abandoned Vehicles California regulations consider abandoned vehicles an unclassified waste,suitable for disposal in a Class III landfill. However,the Austin Road Landfill does not accept auto bodies for disposal, and Stockton's abandoned vehicles are collected by a local towing company for recycling. Dead Animals J The Austin Road Landfill does not accept large dead animals. Small dead animals are usually taken to the City Animal Shelter. Large dead animals(and small dead animals from the Animal Shelter)we commonly collected by rendering companies which process the animals into consumer products such as bone meal and fertilizer. Liquid Wastes The discharge of liquid or semi-solid waste(i.e.,waste containing less than 50 percent solids)to the landfill is prohibited. This includes cannery wastes. In addition,the discharge of solid waste containing free liquid or moisture in excess of the wastes moisture holding capacity is prohibited. U.20
