M. Environmental Setting,Impacts,and Mitigations <br /> A. Land Use,Plans and Policies <br /> The proposed project would convert approximately 126.4 acres of agriculturally-used land <br /> recently purchased from the California Youth Authority(CYA)to landfill-use. Activities on the <br /> proposed CYA expansion area include borrow area for fill cover,siting for administrative <br /> buildings,and a leachate detention pond. Approximately 85.6 acres of agriculturally-used land <br /> (including one residence)south of the existing site(Brocchini Property)would be converted to <br /> landfill. <br /> A portable chemical storage locker with a double containment system would be used for <br /> temporary hazardous waste storage . The portable chemical waste storage locker would be <br /> located new the working face to reduce the risk of spills when moving the waste from the <br /> working face to the storage locker. The locker would be used to safely store intercepted <br /> hazardous waste before removal from the site. Hazardous wastes are not accepted under existing <br /> or proposed operation of the Austin Road Landfill. The locker would be used as needed, <br /> although this use would be sporadic and infrequent based on current incidence of hazardous <br /> waste retrieval at the existing landfill. A Department of Toxic Substances Control(DTSC) <br /> permit would not be required since the hazardous waste,mostly household hazardous waste, <br /> would be removed within 90 days and disposal of in accordance with state and federal <br /> regulations. The material would be disposed of at Forward,Inc.Landfill or taken to one of the <br /> household hazardous waste collection programs sponsored by San Joaquin County(Fukumoto, <br /> 1993). Only household hazardous waste from residential sources would be taken to the <br /> household hazardous waste collection events. An air district permit would not be required, <br /> assuming collection containers are kept closed. <br /> Flood control easenvent area would be established along the western and northwestern borders of <br /> the existing landfill site to accommodate flooding from the realigned the North Branch of the <br /> South Fork of Little Johns Creek. The 6.5 acre triangular site in the northeastern comer of the <br /> proposed expansion area is within the 100-year floodplain and would consequently be <br /> maintained as a floodplain area. The North Branch of the South Fork of Little Johns Creek <br /> course would be altered to accommodate the proposed project. 10.3 acres of the northernmost <br /> comer of the Brocchini parcel would be used as a wildlife preserve/floodplain area. <br /> The farm residence located on the current Brocchini property would be removed under the <br /> proposed project. The nearest remaining residence would be approximately 500 feet east of the <br /> Brocchini property (the future landfill boundary). The Northern California Youth Center would <br /> continue to be approximately 1,900 feet north of the landfall operation,but the project would <br /> III.A.22 <br />
