M. Environmental Setting,Impacts,and Mitigations <br /> A. Land Use,Plans and Policies <br /> situate the northern boundary of the proposed borrow area approximately 500 feet from the <br /> Youth Center. <br /> Additional vehicles,noise-makers for bird control,construction activity,and the expansion of the <br /> operation could increase noise levels. The residence approximately 500 feet east of the proposed <br /> site would be subject to noise increases. Noise impacts are discussed in Section M.H.,Noise,of <br /> this EIR. <br /> Dust and odors could adversely impact the nearby residence to the east and the Northern <br /> California Youth Center to the north. These potential impacts are discussed in Section III.G,Air <br /> Quality,of this EIR. Health risks could also adversely affect residents and farm workers. Refer <br /> to the discussion of such potential impacts in Section 1111.Public Health and Safety,of this EIR. <br /> Mitigation Measure A.1. <br /> irlPntified by hi -IR <br /> (a) Implement feasible mitigations to the significant impacts identified in the Noise,Air <br /> Quality and Visual sections of this EIR. <br /> Implementation of Mitigation Measure A.1 would reduce-the potential of Impact A.1 to less- <br /> than-significant. <br /> Agricultural Land Uses and Viability <br /> Impact A.2. The proposed project would convert prime 'cultural land to industrial <br /> (ADVERSE) <br /> The proposed project would convert approximately 218.5 acres of prime County agricultural <br /> land to industrial use. This would not represent a substantial decrease in the amount of prime <br /> agricultural land in the County,but would conflict with goals established to preserve and <br /> enhance such land wherever possible. However,the proposed project fulfills the criteria for <br /> acceptable industrial conversion of agricultural land in the County,thus this impact would be <br /> less-than-significant(refer to discussion of County General Plan,Policies 5,8 and 10). <br /> III.A.23 <br />
