M. Environmental Setting,Impacts,and Mitigations <br /> A. Land Use,Plans and Policies <br /> Mitigation Measure A.2. <br /> None warranted. <br /> �,eAlt_h and Safety <br /> Impact A3. The proposed project would expand landfill activities within 10,000 feet of a <br /> Stockton Metropolitan Airport runway. (SIGNIFICANT) <br /> The proposed project would be located approximately 7,500 feet south of the Stockton <br /> Metropolitan Airport runway and would increase the height of the existing landfill. The <br /> proposed maximum height of the landfill would be 150 feet above MSL,which would be within <br /> the 180.5 feet MSL height limit in the Airport Land Use Plan. <br /> The San Joaquin County Airport Land Use Plan restricts the placement of landfills within a <br /> 10,000 foot radius of airport runways servingturbine-powered aircraft. Although recent FAA <br /> orders preclude the development of landfills within 10,000 feet of the end of any turbine aircraft <br /> runway,the Austin Road Landfill pre-dates the FAA order and,therefore,is not directly affected <br /> by that order. The landfill's historic performance has been good related to airport activities not <br /> creating hazards to aviation. The purpose of the FAA order is to control the number of landfill- <br /> related birds near any airport. The proposed project would not be expected to attract substantial <br /> numbers of new birds to the area.as the waste strearn composition would not change,the <br /> operation would continue to cover fill areas as soon as possible,and use noise-makers and other <br /> devices to discourage bird activity from the site. <br /> The proposed project's Notice of Proposed Construction or Alteration would be submitted to the <br /> FAA,which would then have 30 to 90 days to take comments. As a result of this process,either <br /> mitigation measures would be designed or a Wildlife Management Plan would be required. The <br /> City would also need to prepare a Wildlife Management Plan if a bird strike occurred <br /> (DeAngelis, 1993). Although the FAA does not issue specific permits,the agency would <br /> propose requirements to the City of Stockton. A Wildlife Management Plan would be a one year <br /> study documenting the number and types of animals,including birds,in the vicinity of the airport <br /> and would detail a formal program of measures to control bird activities at the landfill. <br /> III.A.24 <br />
