SECTION 2- SITE OPERATIONS PLAN Page 2-12 <br /> a Estimating excavated or stockpiled soils utilized. <br /> At the Austin Road Landfill, intermediate cover will consist of one foot of sand/gravel/till material <br /> placed over the completed landfill cell. This cover will become the working surface for placement <br /> of the next lift of refuse. Therefore the intermediate cover material must be able to provide a wet- <br /> and-dry weather trafficable surface year round. <br /> Portions of the intermediate cover may be susceptible to erosion, differential settlement (uneven <br /> settlement of the underlying solid waste), or downward sifting of soil particles. These areas will <br /> be replenished as required to maintain a trafficable operating surface. <br /> It is also required that a one foot layer of intermediate cover be placed over fill areas that will not <br /> be receiving additional wastes for 60 or more days in order to minimize stormwater infiltration into <br /> the refuse. The waste should be completely covered and graded to prevent surface water ponds <br /> from developing on the refuse fill. <br /> 2.2 HEALTH AND SAFETY <br /> The following procedures are health and safety guidelines for contractors to the City conducting <br /> operations at the Austin Road Landfill. The procedures are based on safety considerations <br /> proven effective through past experience and are given here as a framework for guiding the City <br /> in its development of more detailed safety procedures. Operators are responsible for evaluating <br /> the work conditions at the site and must be familiar with all safety procedures, including OSHA, <br /> CAL-OSHA and City safety standards. Some general safety procedures that should be used at <br /> the landfill include the following: <br /> ■ Conduct a weekly walk-around safety inspection by a member of management and a <br /> worker elected by the employees as their authorized representative. The Safety Checklist <br /> (Figure 2-3)prepared by the National Solid Waste Management Association could be used <br /> for these inspections. Inspections would help to provide safe working conditions for <br /> employees and functional safety equipment that is ready when needed. <br /> a Conduct safety meetings providing the results of the weekly walk-around inspection, <br /> review hazards identified, and answer safety-related questions from employees. <br /> a Prepare and post the minutes of weekly safety meetings. <br /> ■ Establish a safety bulletin board to display safety meeting minutes, emergency informa- <br /> tion, and educational safety materials. Inform all employees of its location. <br /> a Provide personal protective gear for the safe handling of solid waste. <br /> ■ Ventilate enclosed work areas including trenches deeper then three feet, manholes, or any <br /> confined space. <br /> a Prohibit eating, drinking, or smoking while working on the landfill.
