74 All future modules will be constructed with liners and leachate <br /> collection and removal systems. Leachate will be pumped from a <br /> sump in each module and will be processed in accordance with a <br /> leachate plan to be submitted later. The existing landfill does <br /> not have a leachate collection system. Therefore, leachate is only <br /> monitored by sampling the groundwater in accordance with current <br /> Waste Discharge Requirements. <br /> E. Landfill gas control and monitoring: <br /> A Calderon Air Quality Solid Waste Assessment Test (ASWAT) was <br /> completed for the site in July of 1988 to comply with the Calderon <br /> amendments to the Health and Safety Code, Section 41805. The <br /> testing procedures employed were approved by the SJVUAPCD prior to <br /> implementation and the ASWAT report was submitted to the District <br /> on October 3, 1988. The ASWAT Report is referenced as Appendix C <br /> of this PSR, but is not included due to its large size. <br /> The ASWAT testing performed at the site included installation <br /> of gas monitoring probes around the perimeter of the site and <br /> near the on-site structures. The test results determined (1) <br /> the effect of landfill gases on ambient air at the site <br /> boundary (2) the composition of the gas stream within the <br /> landfill, and (3) whether gas is migrating off-site. A <br /> summary of the testing results is contained in Section 6 of <br /> the ASWAT Report. <br /> Current landfill gas monitoring consists of testing four 3/41, <br /> diameter 21 deep holes around the perimeter of the existing <br /> landfilled area, and testing of all on-site structures. A <br /> Landfill Gas Monitor from GasTech is used for the monitoring. <br /> The instrument is capable of detecting gas in the parts per <br /> million (ppm) range. This testing is in accordance with an <br /> LEA approved Landfill Gas Monitoring Plan dated March 1994. <br /> F. Access and service roads: <br /> Information on access and service roads is contained in Item <br /> III.A. ,, above. <br /> G. Liners: <br /> Approximately 80 acres of the Foothill Sanitary Landfill have been <br /> filled to date. This portion of the site has waste which is buried <br /> to an approximate maximum depth of 701 or to approximate elevation <br /> 2551 U.S.G.S. Datum. This was determined by subsurface borings <br /> performed by J.H. Kleinfelder and Associates at the site in 1985 <br /> (See appendix E of 1995 RDSI) . There is no liner or Leachate <br /> Collection and Removal System (LCRS) installed in this portion of <br /> the site. <br /> All future modules will have liners and LCRS which meet the <br /> 20 <br />
