® 3.2.6 NUISANCE CONTROL <br /> In accordance with 14 CCR, Section 17498.5, the facility is operated so as not to create a public <br /> nuisance, health or safety problem. The facility is located within an agricultural area. The view <br /> from public roads is buffered with a masonry wall, slatted chain-link fence and professional <br /> landscaping. All facility personnel are trained to eliminate any aesthetic nuisance that may be <br /> created from daily operations. Litter is dealt with daily. Proper drainage minimizes standing water. <br /> Refuse is removed at a frequency that prevents fly breeding or odor problems. <br /> 3.2.7 PROTECTION OF USERS <br /> In accordance with 14 CCR, Section 17498.8,the facility is operated in such a manner so as to <br /> minimize contact between users and wastes. Signs are provided to direct the flow of traffic. <br /> Spotter and shift supervisors direct traffic and facility operations in an effort to reduce potentially <br /> dangerous situations from occurring. The depressed tipping floor relative to the non-automated <br /> disposal (4 feet) and automated disposal (8 feet) isolate the waste handling from the site users. <br /> Parking and tipping areas are clearly marked. Visitors to the site are required to sign in,park in <br /> designated parking areas, stay with the assigned escort and are assigned safety gear when <br /> appropriate. <br /> 3.2.8 VECTOR, BIRD AND ANIMAL CONTROL <br /> In accordance with 14 CCR, Section 17498.4, the operator institutes measures to control and <br /> prevent the propagation, harborage and attraction of flies, rodents and other vectors and animals, <br /> and to minimize bird attraction. Both the recycling and transfer areas are surveyed regularly for <br /> harborage of vectors or birds. All waste materials which are brought to the site are transported for <br /> disposal within 48 hours. Materials that are recovered as recyclables are processed and removed <br /> from the site at regular intervals. These materials will not attract vectors, Items received at the <br /> facility which tend to attract vectors (e.g. food wastes, seed, etc.) are rapidly processed and <br /> transferred off-site for ultimate disposal at a Class III landfill. All containers are inspected and <br /> cleaned regularly if they appear to be an attracting any vectors. Proper grading and drainage <br /> prevents any standing water from accumulating along the edge of the building or wash areas. <br /> Chain-link fence and masonry walls around the property also prevent the entrance of larger <br /> rodents and animals into the facility. A regular maintenance program to prevent vector problems <br /> is conducted by a professional exterminator. <br /> 3.2.9 TRAFFIC CONTROL <br /> In accordance with 14 CCR, Section 17498.3, traffic flow through the LMRFTS is controlled to <br /> prevent interference with or creation of a safety hazard on adjacent public streets or roads, on-site <br /> safety hazards and interference with operations.
