3.3.5 COMMUNICATIONS EQUIPMENT <br /> In accordance with 14 CCR, Section 17415.1, adequate communication equipment is available to <br /> site personnel to allow response to emergencies. Facility managers, supervisors and equipment <br /> operators are equipped with pagers and portable radios to communicate with each other. Managers <br /> have offices on site which are furnished with telephones to be used for internal and external <br /> communications. Scale and gate house operators also have access to portable radios and <br /> telephones which will permit communication to the Lovelace Supervisor and the main office. <br /> 3.3.6 FIRE FIGHTING EQUIPMENT <br /> In accordance with 14 CCR, Section 17415.1, fire suppression equipment is continuously <br /> available at the LMRFTS. A booster pump and fire water storage tank for fire suppression provide <br /> water for sprinkler systems and standpipes in the building. Fire hydrants have been installed <br /> throughout the Facility. The locations of hydrants are indicated on Figure 2. Fire fighting <br /> equipment is available and can be readily be accessed. The facility is under the protection of the <br /> Manteca-Lathrop Fire District. <br /> 3.3.7 LIGHTING <br /> In accordance with 14 CCR, Section 17416.2, lighting is available at the LMRFTS. Exterior <br /> lighting is provided on buildings, in storage areas, in traffic areas and in parking. The majority of <br /> activity with the facility will be performed during the hours of 6 am to 5 pm. The Transfer Station <br /> will be equipped with extensive translucent panels in the roof and exterior walls to augment the <br /> artificial lighting provided. <br /> 3.3.8 SITE SECURITY <br /> In accordance with 14 CCR, Section 17418.1, site security at the facility is provided. An eight foot <br /> high chain link fence surrounds the perimeter of the facility,topped by a 2 foot high barbed wire <br /> outrigger. Entrance gates are locked after normal working hours, electronic operators for fence <br /> gates are given to authorized personnel only. In addition to the fence,the facility is equipped with <br /> an electronic security system which includes video surveillance at strategic locations to detect <br /> unauthorized entry after hours. The locations of the entrance gates, wall and fencing are shown on <br /> Figure 2. <br /> 3.3.9 VISUAL SCREENING <br /> In accordance with 14 CCR, Section 17419.1,the LMRFTS was designed and is operated to <br /> provide an attractive and aesthetically acceptable appearance. The facility is located in a low- <br /> density agricultural setting.
