® operation,trees have been planted and landscaping has been established at select location around <br /> the facility. This reduces any "unsightly" affect of equipment and operations. In addition, an <br /> intensive roadside hand-picking of litter keeps the areas clean. <br /> 3.3.10 WATER SUPPLY <br /> In accordance with 14 CCR, Section 17419.2,potable water, from an onsite well, is available for <br /> station personnel at the LMRFTS. A new well has been constructed near the fire protection water <br /> storage tank, as shown on Figure 2. The well system includes a chlorination system for the <br /> domestic water supply. Although the water system is not a public system, the system will be <br /> designed to meet chlorination requirements for public systems. This will include an outdoor <br /> chlorination tank system in an enclosure near the supply well. The well system meets all City and <br /> County ordinances and regulations. <br /> 3.4 RECORD KEEPING <br /> In accordance with 14 CCR, Section 17414, all records are maintained at the LMRF&TS main <br /> administration for a period of at least three years. In addition,the operator will notify the LEA by <br /> telephone with 24 hours of all incidents requiring the implementation of emergency procedures. <br /> 3.4.1 WEIGHT AND VOLUME RECORDS <br /> In accordance with 14 CCR, Section 18809, the Transfer Station keeps records of each transaction <br /> of the truck scale computer including the origin of waste. The weights of automated disposal <br /> vehicles and selected non-automated disposal trucks and cubic yard volumes for non-automated <br /> disposal users are recorded by source, material type and tonnage and entered into a computer data <br /> base. The weight quantities for incoming waste is compared to weight of outbound transfers to <br /> obtain a conversion factor for the cubic yards records (the balance.) Records of monthly quantities <br /> of recyclable materials received, sold and inventoried are also recorded. The data is used to <br /> compile County annual waste quantity reports. Records are kept at the Office and Maintenance <br /> Building onsite and copies are retained in the Solid Waste Administrative Offices. <br /> 3.4.2 SPECIAL OCCURENCES <br /> Operating personnel are trained to report any special occurrences to the facility supervisors. The <br /> supervisors report the incident to the Foreman who reports as necessary to the Operations <br /> Manager. Special occurrences are logged in the Special Occurrences Log. Special occurrences <br /> may include: fire, injury, property damage, explosions, hazardous waste incidents, flooding, and <br /> other unusual occurrences. The log book records the date,time, and a detailed explanation of the <br /> incident.
