4.0 ONSITE ELECTRONICS RECYCLING ADVANTAGES ` <br /> Liability Assurance <br /> The primary concern within the industry over electronics recycling has been ensuring the <br /> management of these materials in an environmentally sound manner, preventing the improper <br /> managment as has been seen in the past. The following lists websites of different groups and <br /> organizations which have researched these issues and put out extensive literature on it: <br /> • National Electronics Product Stewarship Initiative: www.nepsi.org <br /> • Western Electronics Product Stewardship Initiative: www.recycling advocates.org/wepsi <br /> • Materials for the Future Foundation: www.materials4future.org <br /> • Basel Action Network: www.ban.org <br /> • Silicon Valley Toxics Coalition: www.svtc.org <br /> • Electronic Industries Alliance Consumer Education Initiative: www.eiae.org <br /> The predominant mismanagement of electronics waste has resulted from the shipment of whole <br /> units (monitors, CPU's, TV's; etc) overseas where the recovery of precious metals has occurred. <br /> Though appropriate management methods do exist overseas for whole units, Onsite Electronics <br /> Recycling believes that the best means to prevent improper overseas management is to <br /> disassemble the electronics prior to shipment offsite. This provides the County with better <br /> assurance that their materials will be appropriately recycled. <br /> Therefore, Onsite Electronics Recycling will disassemble all CRT devices prior to shipment <br /> om the County's transfer facilities. Thus, only recyclable commodities will be shipped from <br /> site. <br /> In addition, Onsite Electronics Recycling will carefully research and audit each recycling facility <br /> which these commodities are shipped to, to ensure that the recycling methods are <br /> environmentally sound and that appropriate tracking methods are utilized. <br /> Management of Collection <br /> While there are many Companies who will provide recycling of electronics waste, there are few <br /> who will provide the collection service, in addition to the transportation and recycling. As SB20 <br /> is designed to defer these costs, Onsite Electronics Recycling proposes to manage as much of the <br /> collection process for San Joaquin County as is feasible. By providing personnel at the Lovelace <br /> Transfer Facility six days per week, Onsite Electronics will directly manage the collection of <br /> approximately 70% of the electronics managed by the County. This will prevent County staff <br /> from having to unload, sort,palletize and otherwise handle these materials wherever possible. <br /> Onsite Electronics is proposing to initially provide staffing only at the Lovelace Transfer Station, <br /> thus not providing collection service at the North County or Foothill Landfill Locations. <br /> However, Onsite Electronics can provide personnel to assist at these facilities in loading <br /> electronics in to bins prior to transport to the Lovelace Facility. In addition as the program <br /> evolves, Onsite Electronics Recycling will reassess the options for providing further collection <br /> ervices. <br /> San Joaquin County Proposal Page 17 of 22 <br />
