SECTION 10 <br /> SPECIAL <br /> ' 10-1.01 C SITE CONDITIONS.--The work of this contract does not include <br /> excavation of refuse or contact with refuse. However, the work is in the vicinity of <br /> buried garbage and other materials in the sanitary landfills. Work below ground is also <br /> not required. <br /> Potential hazards exist due to the presence of these buried materials, including <br /> those associated with landfill gas (LFG) and the refuse itself. <br /> A. Landfill Gas (LFG).--When buried in a landfill, refuse and other organic material <br /> produces LFG. LFG is approximately 50 percent methane by volume and may <br /> contain other contaminants. Potential hazards associated with LFG are due to: <br /> 1. Oxygen deficiency <br /> 2. Combustible characteristics of LFG <br /> 3. Potential for hydrogen sulfide in LFG <br /> Potential hazards include: <br /> 1. Fire <br /> ' 2. Explosion <br /> 3. Asphyxiation <br /> LFG may also contain trace concentrations of organic compounds. Some of <br /> these compounds are known to be hazardous in high concentrations or may have <br /> carcinogenic potential. When present in LFG, such compounds are usually in the <br /> parts-per-million or parts-per-billion range. Dilution of LFG in air to below the <br /> Occupational Safety and Health Administration (OSHA) safety limits of 1.25 percent <br /> methane (25 percent of the Lower Explosive Limit) usually reduces the concentration of <br /> trace components to below detection limits. <br /> LFG can move through soils, especially sand layers or along landfill liners. <br /> ' Movement through soils can remove the odorous compounds of LFG, such that LFG <br /> can be detected only with electronic instruments. <br /> t The Contractor shall verify that trenches that workers enter meet OSHA <br /> requirements for oxygen and combustible gas using portable electronic devices <br /> designed for that purpose. The Contractor shall demonstrate that this equipment is <br /> ' functional, prior to the monitoring of the trenches. <br /> Contractor shall not perform work that involves heat sources, such as welding, or <br /> ' any other work that includes temperatures that could ignite methane, in areas <br /> containing landfill gas unless the safety of the area has been verified by the Contractor. <br /> 10-4 <br />
