.J
If the customer acknowledges possession of any prohibited waste, then
the customer is informed the facility will not accept the waste.
Incoming waste at FSL is continually monitored for prohibited waste thorough a
load checking program. One of the site staff acts as a load checker and visually
monitors the commercial and the residential unloading area for prohibited waste.
The load checker logs vehicle license plate number of customers unloading
waste (Exhibit 4).
Equipment operators are also informed to monitor for prohibited wastes while
moving waste. Load checker and equipment operators are equipped with two
way radios to alert the site Forman and other staff upon detection of prohibited
waste.
ZT-Al 011• •
A random load check is conducted each week day (Monday through Friday)
on a non transfer commercial hauler and a self hauler randomly. The
selected vehicle is routed next to the waste unloading area and the load is
unloaded and then spread by a dozer or compactor for visual inspection.
The load checker visually inspects for prohibited waste. If prohibited waste
is found, site personnel follow the appropriate response procedure.
Foothill Sanitary Landfill
HWEP July 2010
2
San Joaquin County
Public Works Department
Solid Waste Division
