As-Built CQA Report for the Construction of Area 2A at the Foothill Sanitary Landfill <br /> San Joaquin County,California <br /> Hermiston, Oregon, served as their Specialty Subcontractor for geosynthetics construction. F3 & <br /> • Associates, Inc. (173), of Benicia, California, also a Subcontractor to R.J. Gordon, served as the <br /> Licensed Surveyors responsible for confirming grades and thicknesses of the foundation layer,GDM <br /> and operations layer. The construction of the Area 2A liner system started on May 11, 2015 and <br /> was substantially complete on October 2, 2015. <br /> 1.3 SCOPE OF CQA SERVICES <br /> The Area 2A composite liner system is a part of a groundwater protection system, and its <br /> construction had to comply with the requirements of Title 27 CCR, and Subtitle D of the CFR, the <br /> landfill-specific WDR and with the County's Contract Documents. The purpose of the CQA <br /> observation and testing was to verify that the correct and specified construction practices were <br /> implemented during construction and that the desired material performances were achieved by <br /> implementing proper testing procedures detailed in the Contract Documents. The principal tasks <br /> performed as a part of the CQA services included the following: <br /> ■ Review available technical reports and regulations describing CQA procedures; <br /> ■ Review project Plans and Specifications for the Area 2A composite liner; <br /> ■ Review Contractor submittals for conformance with the Specifications; <br /> • ■ Review material quality control data for GDM and other earthwork; <br /> ■ Review Manufacturers Quality Control (MQC) data for geosynthetic materials supplied for <br /> the project; <br /> ■ Review materials conformance test data prior to liner construction; <br /> ■ Provide CQA services during the construction and installation of composite liner system <br /> components, including earthworks and geosynthetic materials; <br /> ■ Provide CQA services during geoelectric leak location surveys; <br /> ■ Monitor Contractor's compliance with the Specifications and Construction Drawings, CQA <br /> Manual and with the approved modifications by the County and Geosyntec; <br /> ■ Advise the County on progress and quality of work; <br /> ■ Prepare daily field notes and maintain an updated status of results; <br /> ■ Maintain a photographic documentation of key field operations; <br /> ■ Prepare daily progress reports; and <br /> ■ Prepare this construction certification report. <br /> PA14 Projects114-101(SJCDPW North County and Foothillff oothill CQAIReport\Final ReportToothill CQA Rport-Final.docx <br /> 3 <br />
