H. Waste Landfilled Per Capita:
With the exception of waste generated in the City of Escalon, all
of the County's solid waste which is disposed is landfilled within
San Joaquin County. The 1992 waste landfilled per person per day
in San Joaquin County is estimated as follows:
Calculation of waste Landfilled Per Capita
Total Tons Delivered to Landfills in 1992 618, 134
Less Diversion at Landfills -16,451
Equals Total Waste Landfilled 601, 683
Times Number of Pounds in Ton x2 , 000
Equals Pounds Landfilled in 1992 1, 203 , 366, 000
Divided by County Population as of 12-31-92 +502 , 110
Equals Pounds Per Person Per Year 2, 396. 6
Divided by Number of Days in Year -365
Equals Pounds Landfilled Per Person Per Day 6. 6
I. Waste Generated Per Capita in the County Unincorporated Area:
The amount of waste generated is expressed in the following
equation:
Waste Generated = Waste Disposed + Waste Diverted
Waste diverted includes materials recycled, composted, and
.incinerated. Prior to passage of the ACT, data on waste diversion
were not being collected. Diversion information currently being
collected by the County for purposes of the ACT comes from programs
provided by the County and Cities, by refuse collection companies,
by local recyclers, and by WTE companies.
There are many forms of diversion not being quantified at this
time, including the recycling of corrugated cardboard by grocery
chains, and the recycling of auto bodies by the scrap metal
industry. Therefore, the waste generation figure calculated in
this section could be considered understated. Waste generation
numbers vary widely depending upon what diversion programs, if any,
are included in the calculation. (For diversion quantities in San
Joaquin County, see Section G. , page 7. )
The waste disposed figure used for this calculation has been
determined based on population percentage for the unincorporated
area, which may or may not reflect the actual waste disposed from
the unincorporated area.
Waste Generated = 154, 534 + 31,264 or 185,798 Tons
That equates to 8.0 lbs/day per person in the unincorporated area.
About 17% of the unincorporated area waste stream was diverted by
recycling, transformation and compost activities in 1992.
8
