0 GeoSyntec Consultants
performance goals and regulations.. An owner or operator must close the disposal
facility so that the closure meets the following criteria:
• Controls, minimizes, or eliminates, to the extent necessary to protect human
health and the environment, post -closure release of leachate, contaminated
rainfall, or waste decomposition products to groundwater, surface water, or the
atmosphere.
• Minimizes the need for further maintenance.
The secondary objective governing closure of the landfill is to address and
incorporate prescriptive standards and design requirements specified in the appropriate
regulations to the extent feasible. In cases where compliance with the prescriptive
standards is not feasible (i.e., impractical, ineffective, or substantially more expensive),
engineered alternatives are developed to meet the overall objective of protecting human
health and the environment.
1.4 Report Outline
This report follows the CIWMB requirements of Title 27 CCR 21800 IWMB-
P q ,§ , C
Final Closure Plan Contents and §21830, CIWMB-Final Post -Closure Maintenance
Plan Contents.
