0 GeoSyntec Consultants <br />performance goals and regulations.. An owner or operator must close the disposal <br />facility so that the closure meets the following criteria: <br />• Controls, minimizes, or eliminates, to the extent necessary to protect human <br />health and the environment, post -closure release of leachate, contaminated <br />rainfall, or waste decomposition products to groundwater, surface water, or the <br />atmosphere. <br />• Minimizes the need for further maintenance. <br />The secondary objective governing closure of the landfill is to address and <br />incorporate prescriptive standards and design requirements specified in the appropriate <br />regulations to the extent feasible. In cases where compliance with the prescriptive <br />standards is not feasible (i.e., impractical, ineffective, or substantially more expensive), <br />engineered alternatives are developed to meet the overall objective of protecting human <br />health and the environment. <br />1.4 Report Outline <br />This report follows the CIWMB requirements of Title 27 CCR 21800 IWMB- <br />P q ,§ , C <br />Final Closure Plan Contents and §21830, CIWMB-Final Post -Closure Maintenance <br />Plan Contents. Throughout the report, applicable sections from Title 27, CCR are given <br />in italic type, followed by the required information. The RWQCB requirements are <br />detailed in Title 27, CCR §21769, S C -Closure and Post -Closure Maintenance <br />Plan Requirements.
