C
2.1 Site Location
GeoSyntec Consultants
Title 27, CCR §21790(b)(2) location maps indicating property boundaries and the
existing, permitted, and proposed final limits of waste placement, entry roads; and
structures outside the property boundary but within 1000 feet of the property
boundary. A location map shall also be included showing the general location of
the landfill;
The Forward Landfill is located at 9999 South Austin Road, San Joaquin County,
California, approximately 7 miles southeast of Stockton, 2 miles south of Arch Road,
and 2 miles north of French Camp Road, as shown on Figure 2-1. The property
boundary and structures within 1,000 feet of the property boundary are also shown on
Figure 2-1.
The existing and proposed conditions of the 157 -acre permitted landfill site,
including the onsite structures and entry roads are shown on Figure 2-2. The landfill
consists of several waste management units (WMUs). Approximately 8 acres of the
landfill, referred to as WMU A, were previously used to dispose of designated and
hazardous wastes. WMU A stopped receiving waste in 1984 and received closure
certification in 1989 [CH2M HILL, 1994]. A Final Closure and Post -Closure
Maintenance Plan for WMU A has been prepared by EBA Wastechnologies [EBA,
1989] and approved by both the Department of Health Services (DHS)1 and the United
States (U.S.) Environmental Protection Agency (EPA) [CH2M HILL, 1994].
Table 2-1 provides a summary of the existing and permitted WMUs and treatment
areas, their respective sizes, and a description of the typical wastes received in these
units. In addition to the WMUs and treatment areas, the disposal site includes:
(1) a transfer station/resource recovery facility for separating, sorting, and/or recycling
activities, and (2) storage and support areas.
1 The Department of Health Services is now known as the Department of Toxic Substances Control(DTSC).
J:\ALLIED\FORWARD\CLOSUREPLAN\REPORT 2-1 99.11.30
n
u
