GeoSyntec Consultants
4.5.4 Landfill Gas Monitoring System Maintenance
During monitoring activities, the gas monitoring probe network will be visually
inspected for damage and/or malfunction. If damage or malfunctioning is detected, the
probe will be repaired as necessary.
4.5.5 Groundwater Monitoring System Maintenance
The groundwater monitoring system will be maintained by conducting quarterly
inspections of the system and reviewing field data for indication of malfunction.
Inspections will be conducted concurrent with sampling and water -level reading events.
The inspection will include an evaluation of the physical condition of the well and the
reference point elevations will be resurveyed as required. Well operation will be
checked by monitoring well recovery after purging and before sampling.
Corrective measures will be undertaken if inspections indicate severe weathering
and rusting of exposed surfaces, broken or missing locks, failure of a monitoring well to
produce reproducible water levels or representative samples. Weathered and rusty
surfaces will be cleaned and repainted with rust -inhibitive paint. Broken or damaged
locks will be replaced. If the integrity of the well is in question because of uncertain
measurements or deterioration of sample quantity or quality, an evaluation of the well
will be performed. If attempts to redevelop and recondition the well are unsuccessful, a
replacement well will be installed. The deteriorated well will be abandoned in
accordance with applicable regulations and good engineering practice.
4.6 Landfill Gas Control System Maintenance
§21830(b)(6) an operations and maintenance plan for the gas control system;
A landfill gas control system has not been installed on site. SCS Engineers of
Dublin, CA has reviewed applicable regulations and landfill gas monitoring results to
determine if a landfill gas collection and control system is necessary for the WMU B
closure. They found that the Forward landfill qualifies for a 5 -year deferral for a
landfill gas control plan and installation. The need for a gas collection system at the
landfill will be re-evaluated in the summer of 2004. The SCS Engineers' letter report is
included in Appendix A.
J:\ALLIED\FORWARD\CLOSUREPLAN\REPORT 4-4 99.11.30
