7.5 LANDFILL GAS MONITORING AND MANAGEMENT PLAN <br /> State and federal regulations require the control of landfill gas to prevent it from <br /> migrating away from the landfill boundaries and accumulating in off-site <br /> structures. In addition, local air pollution control districts, and State and federal <br /> air quality regulations require the control of landfill gas emissions into the <br /> atmosphere. <br /> 7.5.1 LANDFILL GAS MANAGEMENT <br /> As organic wastes within a refuse prism decompose, landfill.gas as generated <br /> initially through aerobic and finally anaerobic processes. Landfill gas generated <br /> through the anaerobic process typically consists of,equal, rats of ra "'e <br /> and carbon dioxide, as well as a trace amount of other constituents.- The <br /> production of landfill gas within the refuse prism is of interest to the regulatory <br /> community as the methane component at 50 percent concentration is <br /> flammable when diluted in air (5 and 15 percent by volume) and due to the <br /> presence of hazardous air pollutants (HAPs) carried with thre°gaas.- Locai,-state <br /> and federal regulations require the installation of a landfill Fas extraction system <br /> (LFGES) to collect and control landfill gas and prevent it from migrating beyond <br /> the landfill boundaries, accumulating in off-site structures, and to prevent the <br /> emission of HAPS into the atmosphere. The objectives of the required landfill <br /> gas extraction system are to provide for the protection of public health and <br /> safety and the environment. <br /> One objective of the proposed active LFGES is to prevent offsite migration of <br /> LFG and infiltration into structures and/or public access areas in excess of 25 <br /> percent of the lower explosive limit (LEL), or a methane concentration of 1.25 <br /> percent by volume, in air, as required by Article 6 of 27 CCR. <br /> Another objective of the LFGES is to prevent the emission of HAPs into the <br /> atmosphere. Such emissions may cause serious health risks to the public, as <br /> described in the applicable rules and regulations. These regulations require the <br /> implementation of a rigorous monitoring program of landfill surface emissions. <br /> Currently, the most stringent applicable regulations require that LFG surface <br /> emissions be limited to 500 parts per million by volume (ppmv) when measured <br /> as methane.
