Austin Road
Manteca CA 95336
(209) 982-4298 • Fax (209) 982-1009
Mr. Robert McClellon 0 7 2008
San Joaquin County
Environmental Health Department ENViRONMI iVT gEALT
600 East Main Street PERNAITISER CES
Stockton, CA 94520
Subject: Landfill Areas of Concern Associated with Subsurface Fires at
Forward Landfill, San Joaquin County, California.
Dear Robert:
Per our discussion onsite last week, this letter outlines the activities that Forward Landfill
will implement to help prevent any additional subsurface fires. Several fires occurred
this summer and late fall associated with extremely dry cover soil conditions. The dry
conditions coupled with ongoing landfill gas collection necessary to prevent gas
migration, allowed for air to infiltrate into the waste and subsequently created an
environment allowing for combustion. The areas of concern are located along the
southwest edge of Austin Road Landfill, Waste Management Unit's (WMU) FU -03 thru
FU -06, within 10 to 20 feet of the toe of the landfill slope. This area is also adjacent to
the main landfill gas collection line.
Forward landfill will disk and track compact the lower section of the southwest slope in
an effort to seal any existing dry weather cracking. An additional two feet of low
permeability material will be placed and track compacted over the top of the intermediate
cover, from an area extending from WMU FU -03 to WMU FU -06, from the base of the
toe, upslope approximately twenty feet.
The disking and compaction of the existing slope and additional two feet of placed and
compacted low permeability material should provide an adequate seal to minimize any
future air infiltration issues. This area of concern shall be monitored throughout the year.
If any additional cracking or areas of concern are observed, Forward will immediately
repeat the above process.
If you have any questions or need additional information please call me at (209) 982-
4298.
Sincerel
!r2 hk—'?
Don Litchfield
Environmental Manager
Forward Landfill
0% 30% total
to* recycled fiber
