waste materials used as ADC shall be restricted to the following materials: rock, <br /> concrete, brick, sand, soil, ceramics, cured asphalt, lumber and wood, wood <br /> products, roofing material, plastic pipe, plant material when commingled from <br /> construction work, and fines derived from processing the above materials. These <br /> materials shall comply with a grain size specification by volume of 95 percent <br /> less than 12 inches and 50 percent less than 6 inches as determined by the LEA. <br /> The C&D wastes are evenly spread over the active face in a minimum 6-inch lift <br /> and average compacted lift thickness of less than 18-inches using a dozer. The <br /> lift is compacted such that it is free of voids. If voids are present, an <br /> approximately 2-inch layer of soil is spread over the C&D waste to eliminate <br /> voids. (NOTE: Certain types of C&D, primarily asphaltic concrete and Portland <br /> cement concrete, are diverted from disposal for other beneficial uses, such as <br /> roads and tipping decks.) <br /> Contaminated Soil: Contaminated soil (CS), suitable for use as ADC, is <br /> stockpiled close to the active face to facilitate application as daily cover. A large <br /> sign designates the area to unload the CS. Forward Landfill uses CS as ADC <br /> (and as alternative intermediate cover) in the same manner as regular soil. The <br /> CS is spread over the active face using a dozer or loader in order to provide a <br /> minimum thickness of 6 inches of daily cover over refuse fill (or 12 inches of <br /> intermediate cover). It should be noted that volatile organic compound (VOC) <br /> CS available for daily cover use is stockpiled separately. A <br /> driver of an incoming load carrying VOC CS is provided with a form <br /> describing/characterizing the load. The driver is instructed to proceed to the <br /> traffic spotter, who reviews the form and directs the load to a designated <br /> stockpile area for VOC CS. This material is stockpiled near the working face but <br /> does not interfere with unloading of refuse. <br /> CS is also utilized for, but not limited too, preparation of wet weather deck or <br /> the improvement of the internal haul road and construction of earthen drainage <br /> control features. Furthermore, CS will also be utilized for beneficial reuse as <br /> allowed under 27 CCR, Section 20686. <br /> The amount of ADC used at the site is variable. The active face, over which <br /> ADC is placed, is kept as small as possible to reduce litter and vectors but large <br /> enough to allow safe and efficient traffic management.
