WASTE DISCHARGE REQUIREMENTS ORDER NO. R5-2014-0006 -31- <br /> FORWARD INC.AND REPUBLIC SERVICES INC. <br /> FORWARD CLASS it LANDFILL <br /> SAN JOAQUIN COUNTY <br /> 8. Irrigation tail water or storm water runoff from the land application area shall not enter <br /> any surface water drainage course or storm water drainage system. <br /> 9. Water in Surface Impoundments shall contain at least 1.0 mg/L Dissolved Oxygen. <br /> 10.The minimum freeboard on October 15 of each year shall be 4.73 feet for WMU F- <br /> North and 5.51 feet for WMU F-West. <br /> 11 . The Discharger shall develop and implement an approved operations and <br /> maintenance plan for the Class II surface impoundments at the site as required under <br /> Title 27 regulations. At a minimum, the plan shall address: <br /> a. expected flows and liquids balance calculations; <br /> b. expected waste types and commingling; <br /> c. contingency plans in the event of facility breakdown or failure; <br /> d. seasonality issues; <br /> e. inspection and maintenance programs; <br /> f. and other information relevant to impoundment operations and maintenance that <br /> could potentially affect water quality. <br /> 12.Solids that accumulate in the Class II surface impoundment if any shall be periodically <br /> removed to maintain minimum freeboard requirements. Prior to removal of these <br /> solids, sufficient samples shall be taken for their characterization and classification <br /> pursuant to Article 2, Subchapter 2, Chapter 3, Division 2 of Title 27. The rationale for <br /> the sampling protocol used, the results of this sampling, and a rationale for <br /> classification of the solids shall be submitted to Central Valley Water Board staff for <br /> review before the discharge of the solids. <br /> D. CONSTRUCTION SPECIFICATIONS <br /> 1. The Discharger shall construct the base liner and side slope liner of new <br /> Class II/Class III landfill units as described in Finding 6 of this Order in accordance <br /> with the following approved prescriptive base liner and the approved engineered <br /> alternative side slope liner design: <br /> a. A composite base liner system that is comprised, in ascending order, of the <br /> following: <br /> 1) Prepared subgrade of graded and compacted, fine grained native soil; <br /> ® 2) a 24-inch thick, low permeability soil layer (minimum permeability of 1 X 10-7 <br /> cm/sec); <br />
