11
Water Quality Monitoring Report
Forward Landfill
with the exception of FU -05 all of the lysimeters were reported dry or there was
insufficient soil -pore liquid (< 5 mL) for analysis. As summarized on Table 2-613, seven
VOCs were detected in the lysimeter sample collected from lysimeter FU -05.
3.1.9 Leachate/Surface Impoundment Monitoring
Leachate sumps and surface impoundments are inspected weekly by Forward Landfill
personnel. If leachate is detected in a sump, it is pumped into the surface
impoundment WMU F (West) for evaporation. During the second quarter 2016,
leachate was observed at holding areas WMU FU -03, WMU FU -04, WMU FU -05, WMU
FU -06, WMU FU -13, and WMU FU -14 and a total of 265,600 gallons of leachate was
removed from the lined areas at an average rate of 2,919 gallons per day. For surface
impoundment WMU-F (West) freeboard ranged from approximately 6.08 to 6.58 feet
during the second quarter 2016 monitoring period. Appendix A presents copies of the
leachate observation logs, freeboard observation logs, and surface impoundment
monitoring log.
Leachate samples were collected on a quarterly basis and analyzed in the field for pH,
specific conductance, temperature, and turbidity. The results of quarterly field
monitoring measurements for the second quarter 2016 are presented in Table 3-7.
3.1.10 Surface Water Monitoring
Site run-on/run-off control facilities are designed to effectively channel surface water to
site stormwater/sedimentation ponds. According to the Operations Manager, there
were no changes to run-on/run-off control and no discharges to surface water during
the reporting period. Surface water monitoring stations ASW -1 (upstream) was sampled
on May 2, 2016, while surface water station ASW -2 (downstream) was reported dry
during multiple inspections for the second quarter 2016 monitoring period. Del -Tech
checked surface water station ASW -2 for water bimonthly on April 15, April 29, May 9,
May 27, June, 13, and on June 27, 2016 for the second quarter 2016 monitoring period.
Table 3-8 summarizes the current analytical results of surface water samples collected
at the Austin Unit. As shown on Table 3-8, toluene (1.2 µg/L) was detected above the
PQL in the sample collected from background (upstream) surface water station ASW -1;
no other CLs were exceeded at ASW -1 during the monitoring period. Given the fact that
ASW -1 is the background surface water station and toluene is a common field
contaminant associated with gasoline, the CL exceedance for toluene is attributed to
field contamination upgradient of the landfill. Since surface water station ASW -1 is
currently dry, verification sampling will be performed during the next sampling event
when flow is reported at ASW -1.
M:\ 2016.0007\FA 2Q16.docx 13
