• Create County and city ordinances requiring that all new <br /> firms that generate hazardous wastes implement a waste <br /> reduction program as a condition for receiving a land use <br /> permit. <br /> • Encourage firms to submit yearly waste reduction progress <br /> reports to the County. <br /> • Develop an educational and public relations program on <br /> hazardous waste reduction, recycling, storage, transpor- <br /> tation and treatment for generators, trade associations, <br /> medical and community organizations. The program will be <br /> prepared by the County Public Works Department, and <br /> coordinated with support from the Office of Emergency <br /> Services (DES) and the Local Health District. This will <br /> include development of a program for waste reduction <br /> assistance to businesses. It will also include <br /> distribution of waste reduction information (DNS audits, <br /> OHS list of recyclers, etc. ) to chemical handling and <br /> waste producing industries, trade magazines and <br /> associations. <br /> • Provide to local businesses a list of engineers and <br /> consultants who specialize in waste reduction and <br /> information on how to conduct their own audit. List <br /> appropriate resources as they are available. <br /> • Consider having the County and the cities develop a model <br /> ordinance covering transportation of hazardous wastes on <br /> local streets. <br /> • Consider developing County and city aboveground tank <br /> ordinances. <br /> • LHO should advise the County and cities of the nature and <br /> status of cleanup at contaminated sites. The LHO will <br /> also periodically update the contaminated site list and <br /> establish a data base to provide public information <br /> regarding contaminated sites. <br /> • Consider having County and cities implement an ordinance <br /> that requires performing environmental assessments on <br /> agricultural and industrial properties that are being <br /> rezoned for residential use. The goal of this ordinance <br /> is to protect residents from potential exposure to <br /> hazardous substances. The County and Cities will need to <br /> implement guidelines that must be followed during the <br /> environmental assessments and compile a list of consul - <br /> tants that have experience in performing environmental <br /> audits. <br /> PJ9 9390502D.00D 4-9 Rev. 1 11/08/88 <br />
