0.3 WASTE HANDLING <br /> 7.3.1 Public Health Operating Considerations <br /> The NCRC&SL is designed and operated to mitigate the harborage of flies, rodents, and other <br /> vectors and the creation of nuisances. This is achieved through air and water quality control, <br /> noise control, odor control, and modern landfill operating practices. This is further described in <br /> Section 6.6 Environmental Controls. <br /> 7.3.2 Recycling and Volume Reduction <br /> The County has established material separation and recycling programs at the North County <br /> Recycling Center. The following recyclables are stored on-site and removed periodically: <br /> • Tin <br /> • Aluminum <br /> • Ironlother metals <br /> • Wood/C&D Waste <br /> • Cardboard <br /> • Newspaper <br /> • Plastic bottles <br /> • Concrete <br /> • Bulked Latex Paint <br /> • Other item/materials as appropriate <br /> Diversion is also conducted on-site. Table 2 lists recycled and diverted materials at the site. <br /> Concrete is diverted from the waste stream for use on-site. <br /> At a future time the County intends to accept and process greenwaste for use as an alternate daily <br /> cover (ADC). The concept is to segregate the greenwaste and then process the greenwaste by <br /> shredding to make it more amenable for use as an ADC. The shredded greenwaste will be stored <br /> on-site prior to use.
