0.3 WASTE HANDLING
7.3.1 Public Health Operating Considerations
The NCRC&SL is designed and operated to mitigate the harborage of flies, rodents, and other
vectors and the creation of nuisances. This is achieved through air and water quality control,
noise control, odor control, and modern landfill operating practices. This is further described in
Section 6.6 Environmental Controls.
7.3.2 Recycling and Volume Reduction
The County has established material separation and recycling programs at the North County
Recycling Center. The following recyclables are stored on-site and removed periodically:
• Tin
• Aluminum
• Ironlother metals
• Wood/C&D Waste
• Cardboard
• Newspaper
• Plastic bottles
• Concrete
• Bulked Latex Paint
• Other item/materials as appropriate
Diversion is also conducted on-site. Table 2 lists recycled and diverted materials at the site.
Concrete is diverted from the waste stream for use on-site.
At a future time the County intends to accept and process greenwaste for use as an alternate daily
cover (ADC). The concept is to segregate the greenwaste and then process the greenwaste by
shredding to make it more amenable for use as an ADC. The shredded greenwaste will be stored
on-site prior to use. Before implementing the use of greenwaste ADC, the County will submit a
report to the Local Enforcement Agency describing:
0 • How the greenwaste will be processed
• The expected grain size distribution
North County RC&SL Page 38 of 48 Public Works/Solid Waste
County of San Joaquin—November 30,2004
JTD
