7.5 SPECIAL HANDLING PROCEDURES <br /> Hazardous wastes are prohibited in the landfill. The Load Checking Program is explained in the <br /> January 2004 Hazardous Waste Exclusion Program for the North County Recycling Center and <br /> Sanitary Landfill located in Appendix H. <br /> The key element in the load checking program involves assigning a refuse worker to act as a load <br /> checker to visually monitor the unloading area. This load checker examines the contents of the <br /> vehicles as they are unloading, checking for unacceptable wastes. <br /> The program described in the plan include the following: <br /> • Public notification process; <br /> • Annual training of all landfill employees; <br /> • Procedures used to discover hazardous waste; <br /> • Handling and storage of hazardous waste items; <br /> • Description of hazardous waste storage facilities and equipment; <br /> • Records and reporting requirements; <br /> • Procedures for recovering costs associated with illegal disposal of hazardous waste; and <br /> • Other procedures as may be needed, as approved by the LEA. <br /> Special handing procedures are also employed by the landfill for specific types of waste as <br /> described below: <br /> • Cathode ray tubes (CRTs) are removed from televisions and computer monitors and <br /> stored onsite prior to shipping to a offsite for reuse/disposal. The housing and associated <br /> wiring is landfilled. <br /> • Tires are segregated from the waste stream and stored onsite prior to shipping to an <br /> offsite vendor for reuse/disposal. <br /> • White goods are diverted from the waste stream and stored onsite. The County contracts <br /> with a vendor who comes onsite to remove and capture Freon gas from refrigerators and <br /> air conditioners.
