7.5 SPECIAL HANDLING PROCEDURES Hazardous wastes are prohibited in the landfill. The Load Checking Program is explained in the January 2004 Hazardous Waste Exclusion Program for the North County Recycling Center and Sanitary Landfill located in Appendix H. The key element in the load checking program involves assigning a refuse worker to act as a load checker to visually monitor the unloading area. This load checker examines the contents of the vehicles as they are unloading, checking for unacceptable wastes. The program described in the plan include the following: • Public notification process; • Annual training of all landfill employees; • Procedures used to discover hazardous waste; • Handling and storage of hazardous waste items; • Description of hazardous waste storage facilities and equipment; • Records and reporting requirements; • Procedures for recovering costs associated with illegal disposal of hazardous waste; and • Other procedures as may be needed, as approved by the LEA. Special handing procedures are also employed by the landfill for specific types of waste as described below: • Cathode ray tubes (CRTs) are removed from televisions and computer monitors and stored onsite prior to shipping to a offsite for reuse/disposal. The housing and associated wiring is landfilled. • Tires are segregated from the waste stream and stored onsite prior to shipping to an offsite vendor for reuse/disposal. • White goods are diverted from the waste stream and stored onsite. The County contracts with a vendor who comes onsite to remove and capture Freon gas from refrigerators and air conditioners. White goods are shipped offsite to a vendor for recycling.
