7.6 ENVIRONMENTAL CONTROLS
7.6.1 Fire Control
The scale house, recycling center, and Employee/Maintenance Building are equipped with fire
sprinklers and wall mounted fire extinguishers.
All of the site's equipment and vehicles are protected, in part, by removing debris from
undercarriages and engine compartments. And all heavy equipment and vehicles are equipped
with fire extinguishers.
Fires at the landfill will be extinguished by site personnel using stockpiled soil cover and, if
needed,by using on-site water trucks fitted for fire fighting.
Fire fighting water is available from fire hydrants fed from a water tank. The system is fitted
with an electric pump that automatically activates to maintain pressure at the fire hydrants during
use.
To prevent fires from spreading to neighboring properties, a firebreak is maintained along the
site's perimeter.
7.6.2 Leachate Control
The County uses daily cover and berms in the active area to divert storm water away from the
active area so that it does not come into contact with the waste; thereby reducing the generation
of leachate.
Leachate that is generated flows to leachate sumps in the Modules, from which it is pumped to
on-site storage tanks for temporary storage. From the storage tanks, the leachate is returned to
Module 3 or Module 4 in accordance with the current Waste Discharge Requirements. Leachate
is pumped from the leachate storage tanks to an infusion point or to the working landfill face if
this face is over the lined area of Module 3 or 4. A horizontal LFG collector may be used as an
infusion point if it is located over Modules 3 or 4.
North County RC&SL Page 41 of 48 Public Works/Solid Waste
JTD County of San Joaquin—November 30,2004
