1
L
C
SECTION 10
(11/92)
Potential hazards include:
e. Fire
f. Explosion
g. Asphyxiation
LFG may also contain trace concentrations of organic compounds. Some of
these compounds are known to be hazardous in high concentrations or may have
carcinogenic potential. When present in LFG, such compounds are usually in the
parts -per -million or parts -per -billion range. Dilution of LFG in air to below the
Occupational Safety and Health Administration (OSHA) safety limits of 1.25 percent
methane (25 percent of the Lower Explosive Limit) usually reduces the concentration of
trace components to below detection limits.
LFG can move through soils, especially sand layers or along landfill liners such
as exist at the site. Movement through soils can remove the odorous compounds of
LFG, such that LFG can be detected only with electronic instruments.
The Contractor shall verify that trenches that workers enter meet OSHA
requirements for oxygen and combustible gas using portable electronic devices
designed for that purpose. The Contractor shall demonstrate that this equipment is
functional prior to the monitoring of the trenches.
Contractor shall not perform work that involves heat sources, such as welding, or
any other work that includes temperatures that could ignite methane, in areas
containing leachate or landfill gas unless the safety of the area has been verified by the
Contractor.
10-1.01 D REFUSE. --Direct Contact With Refuse -The landfill contains
household refuse, demolition debris, tree trimmings, and miscellaneous refuse. To the
best knowledge of the Owner, hazardous materials have not been disposed at the site.
However, material that is currently defined as hazardous waste, such as paint,
insecticides, etc., may have been included in household waste disposed at the site.
The Owner does not certify that hazardous materials were excluded at all times from
disposed refuse.
Potential hazards associated with the direct contact with refuse include:
1. Biological infection
2. Contact with household hazardous waste
DISPOSAL OF EXCAVATED REFUSE. --Complying with regulations regarding
exposed refuse is of the essence in this contract. Contractor shall remove refuse
10-3
(SPECSWASTEMCO-10-1)
NCLF-10-1-EJ
