2.2 Communications Among Project Personnel <br /> The critical parties for the final closure of the Extension of Closure Cap CHLF are the County's <br /> Engineer, the Contractor (including the subcontractors and Surveyor), the Design Engineer, and <br /> the CQA Manager (represented by the CQA Engineer and the CQA Monitor). Figure 1 is an <br /> organization chart showing the relationships and lines of communication among these parties as <br /> they relate to the project. <br /> Figure 1 <br /> Project Organization Chart; Extension of Closure Cap Corral Hollow Sanitary Landfill <br /> 2.2.1 Communications with the Contractor <br /> Only the individuals assigned to this project, as defined in this manual, may communicate with <br /> the Contractor. All written communications shall be documented on the appropriate forms. <br /> Normally, the CQA Engineer shall sign formal letters to the Contractor. Email communications <br /> shall be copied to the CQA Engineer, the CQA Monitor, and County except when one of those <br /> persons is the originator. Telephone, fax, and oral communications shall be documented on the <br /> appropriate forms and copied to the CQA Engineer, the CQA Monitor, and the County except <br /> when one of those persons originated the communication. All communications shall be filed and <br /> maintained as Project Documents. <br /> 2.2.2 Communications with the County <br /> Only those individuals assigned to this project, as defined in this manual,may communicate with <br /> the County. Such communications normally shall be in writing, as formal letters. If <br /> communications other than formal letters are made,they must be documented on the appropriate <br /> forms and copied to the other critical parties as appropriate. All communications shall be filed <br /> and maintained as Project Documents. <br /> 2.3 Responsibilities of Project Personnel <br /> The following discussion briefly summarizes the responsibilities of the critical parties in carrying <br /> out the Plan. However, it does not alter, abrogate, or supersede the contractual responsibilities of <br /> the parties as set forth in the Contract Documents. If this discussion and the Contract Documents <br /> conflict,the provisions of the Contract Documents shall govern. <br /> The CQA Manager shall be responsible for operational performance of the quality-assurance <br /> activities required for Extension of Closure Cap of the CHLF. The CQA Manager's <br /> representatives for performing these activities shall be the CQA Engineer and the CQA Monitor. <br /> References to the CQA Monitor are understood to refer to all employees or subcontractors of the <br /> CQA Manager performing the duties of the CQA Monitor. <br /> CH CQA Plan 041712 Rev2a.doc 2-3 Construction Quality Assurance Plan <br />
