The CQA Engineer shall act as a quality-assurance auditor to verify and document that the <br /> quality assurance program was properly and completely carried out. The CQA Engineer is <br /> tresponsible for documenting the construction work and for preparing the Construction <br /> Completion Report, which shall include a statement by the CQA Engineer as to whether the <br /> work was performed in general conformance with the Contract Documents and the design intent. <br /> The CQA Engineer, will advise the Resident Engineer, in considering all design changes and will <br /> provide clarification to design questions within the CQA Engineer's area of expertise. <br /> The CQA Monitor observes and tests the Contractor's work. The CQA Monitor shall document <br /> the Contractor's work in enough detail and continuity to provide a high level of confidence that <br /> the completed project conforms to the intent of the Contract Documents. The CQA Monitor also <br /> performs field tests or collects and processes samples for laboratory tests, as appropriate, to <br /> ' provide a high level of confidence that the materials and services furnished for the work meet the <br /> requirements of the Contract Documents. <br /> Whenever the CQA Monitor makes visual observations, performs tests, or collects and processes <br /> samples, the CQA Monitor is responsible for timely preparation and processing of the necessary <br /> documentation and reports. Accurate and concise reports must be filed for all monitoring <br /> activities and for each test performed. Section 6.0 of this document describes documentation <br /> requirements. <br /> The Contractor is responsible for coordinating the suppliers and subcontractors, scheduling, and <br /> performing the work within the time frame and budget agreed to in the contract and in full <br /> conformance to the Contract Documents. The Contractor shall cooperate fully with the CQA <br /> Monitor at all tunes to fulfill his contractual obligation to provide a high-quality product. <br /> 2.4 Control of Documents, Records, and Forms <br /> Project Documents and other materials that have the potential to become Project Documents <br /> shall be controlled by the designated responsible party. Such materials include the Construction <br /> t Drawings and Construction Specifications, as well as the blank forms on which project CQA <br /> information is to be recorded. <br /> 2.4.1 Project Control of Contract Documents <br /> Contract Documents, including Construction Drawings, Construction Specifications, and change <br /> orders, are controlled by the Resident Engineer. The CQA Engineer maintains one or more <br /> tcopies of the most current set of the Contract Documents for use by the CQA Monitor. When <br /> new copies or revisions of Contract Documents are issued, the Resident Engineer responsibility <br /> ' will notify the Contractor, and the CQA Manager of the new copies or revisions, provide revised <br /> Contract Documents to them, and recall all obsolete or outdated copies of the Contract <br /> Documents. <br /> CH CQA Plan 041712 Rev2a.doc 2-4 Construction Quality Assurance Plan <br />
