The lead agency makes a finding of conformance that the <br />facility is identified and described in a COSWMP that was in <br />compliance with the law as it existed on December 31, 1989. <br />2. The lead agency makes a finding of conformance that the <br />facility is identified and described in a COSWMP that has been <br />approved by the County and a majority of the cities within the <br />County representing a majority of the population of the <br />incorporated areas. <br />3.
