Mr. Padilla
(h) 1. The map should show pre -excavation topography and
as -built depths and locations of cuts, trenches, ponds,
etc. The final elevations should represent the
ultimate grading or closure plan.
(i) 1. Provide a description of the subsurface, including
cross-sections, potentiometric surface maps, and a
description of regional and site geology.
2. Show the locations of test borings on a map. The RDSI
states that ground water is in contact with refuse and
portions of the landfill. Please provide information
as to how this will be addressed. The method must be
approved by the Regional Water Quality Control Board.
3. Include depth to groundwater, groundwater elevation,
gradient and direction of groundwater flow. Please
provide the information from Sections 4.1 and 4.2 which
meet this requirement so that we may complete our
review. Include a hydrostratified cross-section of the
site, identifying the different water bearing zones,
how they were determined, etc. with the submittal.
(j) 1. Show the locations of primary drains, berms, etc., on a
map.
2. The design basis of drainage control devices is to be
given; this may require the determination of typical
runoff coefficients and runon volumes for 100 year, 24
hour storm conditions.
(k) 1. If a leachate control system is proposed, describe its
length, width, depths and design characteristics. The
location of the system should be shown on a map.
2. Describe monitoring and sampling procedures.
3. Estimate the volume of leachate to be handled and the
manner of removal from the leachate collection system
(periodic pumping, etc.).
4. Indicate the manner of treatment and point of discharge
of treated leachate.
The RDSI states, "The slough on three sides of the site
generally provide for containment and control of
leachate." Provide additional information regarding
this "containment and control" method, such as site-
specific evidence that ensures the sloughs provide
proper containment and control of leachate.
