French Camp D.S.
39 -AA -02
violation fo the
wastes at the to
cover on a daily
t'*
facility RDSI whcih
be covered with at
basis.
requires all putrecible
least six inches of compacted
Note:
CAC Section 66796.84 allows the Board to grant waivers of
individual standards only when the Board determies that either a
hardship exists or that the operation is an experimental one
designed to develop new methods or technologies. Staff suggests
that the Board may favorably consider a thoroughly docummented
waiver application based on the idea that the current operation is
an experiment in handling street sweeping and garden clipping using
alternative cover methods.
Another option would be to revise the site Solid Waste Facilities
Permit to reflect current operations. The site is due for a
Periodic Site Review and permit update by 2/1/88 as required by CAC
Section 17751. However, changes in the permit of this magnitude
would require a CEQA evaluation of the facility.
A third alternative would be to convert to a mulching operation.
Although mulching requires a certain amount of management such as'-'
frequent turning, it may be cheaper than importing cover materia
and the end product can be used as soil ammendment. a
INDETER14INATES
Complinace with the following CAC Sections was given an
indeterminate status pending further investigation. The site was
found in compliance with all other applicable standards.
17667 - Water Supply
Drinking water is supplied by an on-site well. It was last tested
for potability in March of 1985 and passed. Because this well is
located at a landfill which previously accepted residential and
commercial wastes, a determination on site compliance with this
standard will be deferred pending the resluts of new tests. Joe
Walker, Assistant Director of Public Works, agreed in a telephone
converstation on April 17, 1987 that the required tests would be
run and the results submitted to Board staff.
17681 - Availability of Cover
There was no on-site supply of cover material. The site depends on
haulers bringing in free cover material. Because the site was
not covering on a daily basis as required by the facility RDSI,
the adequacy of cover material availability could not be documented.
