Staff suggests <br />that the Board may favorably consider a thoroughly docummented <br />waiver application based on the idea that the current operation is <br />an experiment in handling street sweeping and garden clipping using <br />alternative cover methods. <br />Another option would be to revise the site Solid Waste Facilities <br />Permit to reflect current operations. The site is due for a <br />Periodic Site Review and permit update by 2/1/88 as required by CAC <br />Section 17751. However, changes in the permit of this magnitude <br />would require a CEQA evaluation of the facility. <br />A third alternative would be to convert to a mulching operation. <br />Although mulching requires a certain amount of management such as'-�' <br />frequent turning, it may be cheaper than importing cover materia <br />and the end product can be used as soil ammendment. a � <br />INDETER14INATES <br />Complinace with the following CAC Sections was given an <br />indeterminate status pending further investigation. The site was <br />found in compliance with all other applicable standards. <br />17667 - Water Supply <br />Drinking water is supplied by an on-site well. It was last tested <br />for potability in March of 1985 and passed. Because this well is <br />located at a landfill which previously accepted residential and <br />commercial wastes, a determination on site compliance with this <br />standard will be deferred pending the resluts of new tests. Joe <br />Walker, Assistant Director of Public Works, agreed in a telephone <br />converstation on April 17, 1987 that the required tests would be <br />run and the results submitted to Board staff. <br />17681 - Availability of Cover <br />There was no on-site supply of cover material. The site depends on <br />haulers bringing in free cover material. Because the site was <br />not covering on a daily basis as required by the facility RDSI, <br />the adequacy of cover material availability could not be documented. <br />
