{ ♦ \ ,aU vFF <br />r s <br />7 Y y <br />,Y&2� <br />Mr. Victor Izzo Page 2 of 5 <br />RWQCB — Central Valley Region Clayton Project No. 80-03242.00.500 <br />May 31, 2006 <br />Cove Contractors is in the process of closing the landfill at the site under the oversight of the <br />California Integrated Waste Management Board (CIWMB) and the California Regional Water <br />Quality Control Board — Central Valley Region (RWQCB). The document entitled Revised <br />Landfill Closure and Post -Closure Maintenance Plan (Clayton, January 16, 2006) was approved <br />by the RWQCB in a letter dated February 16, 2006. <br />Placement of the landfill cover components described in the closure plan will necessitate <br />relocating wells MW -9 and MW -10. The following discussion presents the protocols for <br />destruction of the existing wells and construction of new wells. Submittal of this plan is a <br />requirement of the Cleanup and Abatement Order (CAO) issued for the site by the RWQCB. <br />PROPOSED FIELD ACTIVITIES <br />Well Abandonment <br />Two monitoring wells, MW -9 and MW -10, are currently located along the northern perimeter of <br />the site boundary. The placement of the landfill cap is proposed to extend into the location of <br />where these monitoring wells currently exist. Therefore, both wells will need to be abandoned. <br />The locations of the two replacement wells will be based on the results of the initial groundwater <br />investigation, the procedures for which are presented in the document titled Groundwater <br />Investigation Workplan, Cove Contractors — 3242 South El Dorado Street, Stockton, California <br />(Clayton, 2005) and summarized below for convenience. However, the preferred locations of <br />the replacement wells would be just north of the site boundary east of Universal Recycling <br />Services, off the waste footprint or perimeter of the cap area. Figure 2 illustrates the current <br />location of MW -9 and MW -10 in addition to the proposed location of the replacement <br />monitoring wells. <br />Monitoring wells MW -9 and MW -10 will be abandoned under permit from the San Joaquin <br />County Environmental Health Department, in accordance with the California Department of <br />Water Resources Bulletin 74-81, Water Well Standards: State of California and its supplement <br />Bulletin 74-90, California Well Standards. In addition, destruction of groundwater monitoring <br />wells will be conducted in accordance with Clayton SOP -10, Destruction of Monitoring Wells <br />(attached). <br />Well Installation and Monitoring <br />As previously mentioned, the locations for the final replacement wells will be determined based <br />on the results from the initial groundwater monitoring investigation.
