Box 2009 <br /> Stockton, CA 95201 <br /> RE: Grinding/Recycling at Spreckels <br /> Dear Mr. Padilla, <br /> This letter is to formally request the privilege to take in green waste at our facility located on <br /> Moffett Road in Manteca and to grind, screen, and either stockpile or recycle the ground <br /> material. Any material stockpiled will be in windrows as specified in our previous letter to <br /> you so it will conform to the Fire Department's criteria. <br /> We understand that we will not be able to manage it properly to manufacture compost <br /> without a State Compost Permit. We desperately need this permit or authority to proceed <br /> permit pending so that we can keep the site viable. It is our understanding that the entire <br /> Green Tier Permit process is still unresolved and may be in this situation for some time. We <br /> are seriously being impacted financially by this and are not able to satisfy our customers such <br /> as cities, counties, and the agriculture community. <br /> I very much appreciate your help in anything you can do for us and invite you to the site at <br /> any time. We will endeavor to continue to maintain the site to satisfy Air Pollution, Fire <br /> Department, Public Works, and other City of Manteca departments, but I assure you we will <br /> be able to do the job much better when we can manage the site as a compost facility. <br /> Sincerely, <br /> Mark S.
