E. The transfer station has a peak daily load of 512 tons .
F. Standard operating procedure is that salvageable
materials are dumped on the concrete pavement, spread
loosely, sorted for salvable materials, which are then
removed from the waste by employee sorters . The yard
sorters place the reusable materials in the designated
steel bulk storage containers, or in stock piles next
to the electric powered hydraulic baling machine .
The remaining waste is gathered and pushed by the
loaders up to a concrete/steel loading ramp and into an
enclosed electric/hydraulic compactor system. When the
compactor container has been filled a truck hauls it to
the City of Stockton Austin Road Landfill. After
processing has been completed the reusable materials ,
either in high density bales or in bulk storage
containers , are stored in an enclosed paved area
awaiting truck land shipment to market.
A tub grinder for chipping of recyclable wood has been
installed, it deposits the material behind the grinder
into trucks or trailers for transportation to energy
plants for sale .
G. Batteries and used oil are not accepted at the site.
If encountered these waste products would be returned
to the customer or shipped to a licensed recycler.
H. East Stockton Transfer and Recycle Station has
implemented a waste load checking program in response
to state laws which prohibit the processing of
hazardous wastes at the facility.
Customers have been notified of what are considered
hazardous wastes and that they are to be excluded from
the facility's solid waste mainstream. At the entrance
of East Stockton Transfer and Recycle Station is posted
a sign prohibiting the disposal of hazardous wastes at
the facility. The monitoring program reroutes
materials which are considered hazardous to their
appropriate disposal sites . Video cameras have been
installed to increase efficiency of the solid waste
monitoring.
Every load is checked because every load is separated
for recycling purposes . All employees are trained
through the station's safety program.
Additional measures may be required upon the request
of the (LEA) , Local Enforcement Agency or the Board.
,i
