East Stockton Transfer and Recycling Station Modification Traffic Assessment
! September 19, 2011
Page 6
! given time. Truck queuing is available for about five transfer trucks west of the scale house. In
addition, there appears to be about 250' between Weber Street and the scale house for truck
' queuing.
! Depending on the
product being loaded export transfer trucks take about 15 minutes for C&D, trash and glass
' loading while baled recyclable materials take up to 45 minutes to load. Most of the export trucks
are of the C&D, trash and glass variety, where loading takes about 15 minutes. Based on truck
data from September 2010 supplied by PWCG an approximate 4:1 ratio exists between 15
minute and 45 minute outbound loads. Table 4 presents the time for each vehicle to drop off a
load or collect a load, including idling time. The table also presents the truck minutes available
on-site.
There are adequate truck minutes available on the site for collection trucks and debris box trucks
to unload or queue. There is inadequate truck minutes available for import transfer trucks during
the 8:00 to 9:00 a.m. hour; however, if the truck-minutes are summed for both import and export
transfer trucks there is a surplus of truck minutes available for queuing (480 available truck-
minutes vs. 261 truck-minutes required).
! During any given hour there are loading / unloading bays and queuing areas available for 7
trucks, or 420 truck-minutes for each hour. While not required we would recommend that
transfer trucks be metered to decrease the projected truck traffic during peak periods and allow
more transfer trucks to travel through the surrounding area during non-peak times of the day.
