The
determination is based upon an initial assessment of trip generation and transportation impacts.
The threshold for trip generation is 100 or more vehicle trips generated by the project in the
A.M. or P.M. peak hour. As shown in Table 2 the maximum number of truck trip ends projected
in any hour is 40 trip ends. This occurs during the peak hour of 7:00 to 8:00 a.m. and during the
non-peak hour of 9:00— 10:00 a.m. A Level of Service analysis, therefore, was not conducted at
adjacent intersections as part of this assessment.
Summary Conclusions
The proposed expansion of the East Stockton Transfer and Recycling Station (ESTRS) is
projected to add about 276 daily trip ends to the surrounding roadway network. This will include
' a combination of collection trucks, debris box trucks, transfer trucks and miscellaneous vehicles.
A review of the surrounding intersections indicated that vehicles currently queue along Filbert
Street during the a.m. and p.m. peak hours; however, the queues are not related to the ESTRS
' site. Instead, our site visit indicated that queues are present along westbound to southbound left
turn movement at the Filbert Street / Weber Street / Myrtle intersection. This appears to be
