East Stockton Transfer and Recycling Station Modification Traffic Assessment <br /> ' September 19, 2011 <br /> Page 8 <br /> partly due to the traffic volume along that approach as well as the signal timing at the entrance to <br /> westbound SR 4 one block south. <br /> Traffic also queues in the northbound direction, specifically along the eastbound SR 4 off-ramp <br /> and in the left turn lane for the northbound to westbound movement to the westbound SR 4 on- <br /> ramp. Few trucks were noted in these queues that could be expected to head to the recycling <br /> station. <br /> ' The ESTRS site will be expanded under this project, and shifts the site driveway access to the <br /> west. This will create a linear site and allow a scale house to be constructed at the west side of <br /> the site. Vehicles will proceed in a counterclockwise direction to their respective unloading / <br /> ' loading locations and will depart via the same westerly driveway access. Queuing of about 250' <br /> from the scale house to the Weber Street driveway access will be provided. In addition, there <br /> will be approximately five queuing locations for larger transfer trucks. <br /> The project is expected to generate 40 truck trip ends during the peak hours of production at the <br /> project site. There are adequate truck-minutes on the site to allow loading, unloading and <br /> queuing opportunities for the projected truck traffic without causing truck traffic to spillover <br /> onto Weber Street. While not required, it is recommended that transfer truck traffic be metered <br /> to minimize truck traffic during the peak hours of adjacent street traffic, normally between 7:00 <br /> a.m. and 9:00 a.m. and 4:00 to 6:00 p.m. This will allow more transfer trucks to travel through <br /> the surrounding areas during non-peak times of the day. <br /> Should you have any questions please free to contact me directly at (916) 501-7513.
