Demolition activities may release dust emissions <br /> containing asbestos or lead, among other substances. Demolition of these on-site <br /> structures will require a permit from the City of Stockton. The City cooperates with the <br /> SJVAPCD in the implementation of the federal National Emissions Standards for <br /> Hazardous Air Pollutants (NESHAP) program, which requires a hazardous materials <br /> survey of structures proposed for demolition. Removal of any hazardous materials <br /> found must be performed according to local, state and federal regulations. These <br /> requirements are incorporated into the mitigation measures below. <br /> Level of Significance: Potentially significant <br /> Mitigation Measures: <br /> 1. The ODS shall obtain a demolition permit for the removal of existing structures <br /> and shall be responsible for compliance with applicable NESHAP standards, <br /> including a hazardous materials survey and proper removal of asbestos- <br /> containing materials or lead-based paint, in accordance with applicable local, <br /> state and federal laws and regulations, if any hazardous materials are <br /> discovered in structures to be demolished. <br /> Significance After Mitigation: Less than significant <br /> Implementation: The ODS will be responsible for further testing, permitting, removal <br /> and disposal of hazardous materials on the project site. <br /> Monitoring: The Community Development Department, Planning Division and the <br /> San Joaquin County Environmental Health Department, will be responsible for <br /> 121339/ST011 R226 3-23 October 14, 2011 <br /> Copyright 2011 Kleinfelder <br />
