KLE/MFELOER <br /> Bright People.Right Solutions. <br /> ensuring that these requirements have been satisfied prior to the approval of site <br /> plans. <br /> Project Odor Impacts <br /> The project site is not subject to any known substantial odor sources, nor is it expected <br /> to generate any substantial adverse odors. As previously noted, the existing Lincoln <br /> Road facility was the subject of an odor complaint in 2005, but an investigation did not <br /> confirm the complaint <br /> The existing Weber Street facility has recently had an odor complaint filed against it. <br /> The complaint was forwarded to the project owner for investigation, and a report was <br /> I returned to CalRecycle. In response to questions by CalRecycle, the facility operators <br /> did not report any extraordinary conditions, and that local business owners indicated <br /> that no odors had been detected. CalRecycle directed the project owners to continue <br /> operating the facility in accordance with State standards and the conditions of the <br /> operating permit. The permit prohibits receipt of residential, mixed municipal and other <br /> types of putrescible wastes. If inadvertently odorous loads are received, the loads are <br /> the first to be processed and removed to disposal. No corrective action was indicated <br /> by CalRecycle. An e-mail string documenting this communication is shown in Appendix <br /> A. Although the investigation is not yet closed, preliminary information indicates that <br /> odors are not a significant issue at the existing Weber Avenue facility. <br /> The project proposes to undertake actions to control odor emissions. Residual <br /> j elements from recyclable materials are a potential odor source. The project would <br /> remove these residual elements and transfer them to the landfill daily to curtail possible <br /> odors. The processing of glass materials is another potential odor source. The glass <br /> processing may take place in the same vicinity as the partially enclosed material <br /> processing area at the east end of the project site, away from sensitive receptors such <br /> as residences. The processing also may be located on the newly acquired land next to <br /> the proposed scale location; if so, the operation would occur in an enclosed building to <br /> minimize odors. In addition, the project proposes the use of a mister to contain potential <br /> odor emissions. Odor impacts are considered less than significant. <br /> Level of Significance.
